Job Description:

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for providing expertise in the areas of modeling and simulation (M&S) policies, technical analyses, and software development, as well as advise in the areas of planning, programming, budgeting, and execution (PPBE).
You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector/military): Assists with developing, sustaining, and executing Modeling & Simulation (M&S) and/or Technical programs. Participates in analyzing current systems to identify problems, recommend alternative solutions, and provide suggestions upon which decision-makers can alter policies, plans, and programs. Determines feasibility, adequacy, and compatibility of Modeling & Simulation systems B. Education: Ph.D. or equivalent doctoral degree Or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.; OR C. Combination of Education and Experience: You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Oversees the analysis of systems to identify problems, recommend alternative solutions, and provides a basis upon which decision-makers can alter policies, plans, and programs. Determines feasibility, adequacy, and compatibility of Modeling & Simulation and/or technical systems. **Substitution of education may not be used in lieu of specialized experience for the GS-12 grade level. You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Develops, sustains, and executes Modeling & Simulation (M&S) and/or technical programs. Analyzes current systems to identify problems, recommend alternative solutions, and provides a basis upon which decision-makers can alter policies, plans, and programs. Determines feasibility, adequacy, and compatibility of Modeling & Simulation and/or technical systems. .***Substitution of education may not be used in lieu of specialized experience for the GS-13 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a PROGRAM ANALYST(MODELING AND SIMULATION) at the GS-0343-11/12/13 some of your typical work assignments may include: Responsible for supporting the planning, programming, budgeting, and execution for global joint training infrastructure. Analyze and assess matters with joint staff budgetary, funding, and policy implications for JS J7/DDJT programs and activities Responsible for documenting and submitting procurement requests that are aligned to annual budget planning and spend plans. Provide program analyst support and technical assistance for financial data, budget calculations, and acquisition information supporting EOD/DDJT Divisions. Work with J7 resource offices to execute annual IT procurement actions using internal procurement requests and ensuring funding and obligations are achieved IAW appropriations acts, continuing appropriations resolutions, and applicable laws. Coordination with requirements Systems Matter Experts (SMEs), Technical SMEs, M&S Service Development PMs, Operational Users, and Industry partners that develops, sustains, and executes Modeling & Simulation (M&S) programs based on Joint Staff, Combatant Command and Service requirements. Responsible to produce a wide variety of program execution and decision support products addressing areas of organizational processes, information technology acquisition, technical support services, program assessments and evaluations, financial policy, and joint training policy. Works with a multiservice team which includes SMEs that provide the Global Joint Training Infrastructure that provides modeling and simulation to conduct joint and service military exercises. Provides programmatic M&S and technical expertise and represents JS J7 DDJT at technical, industry, training, and educational conferences, meetings, tests, demonstrations, presentations and events and interacts with the Joint Staff Legal, Office of the Secretary of Defense (OSD), Office of the Under Secretary of Defense (OUSD) Force Education & Training, and other stakeholders to include individual Service and Combatant Command (CCMD) exercise staffs on all matters concerning M&S. Responsible for the development of methodologies and conduct of studies concerning joint technical support and enablers to include legacy and emerging joint training technical and/or M&S systems. Plans, directs, and conducts studies to determine feasibility, adequacy, and compatibility of M&S and/or technical systems.
