This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Chief, Business Compliance Division (BCD) under the Office of the Administrative Assistant to the Secretary of the Army (OAA), Resource Services Directorate(RSD).

Serving as a program manager and advisor to Leadership on all matters relating to the business, contracts, and procurement programs; 2. Developing recommendations to solve problems, implement new directives, and to improve the efficiency and effectiveness of operations; 3. Applying program management principles to achieve organizational objectives for efficient contract/procurement management; and 4. conducting financial evaluations of current or projected programs and systems to optimize operations within new systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Directs a multi-disciplinary staff with responsibility for executive guidance and oversight for OAA business, contracts, and procurement programs.
Keeps leadership informed of current developments in the financial field by attending and participating in meetings and through correspondence with counterparts in other organizations.
Through data analytics, acts on a variety of information pertaining to program operation; specifically cost, schedule, and performance data.
