Job Description:
Who may apply: Current permanent DFAS employees in the competitive service and eligible DoD PPP Military Spouse preference applicants.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Providing high level analysis to senior leadership related to performance measurements and financial metrics of operations; conducting financial reviews; analyzing and evaluating financial reports; make recommendations to improve financial operations. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Serves as supervisor in the Reports and Analysis Section, Post Pay Review and Analysis, Compliance Division of Enterprise Solutions and Standards (ESS).
Coordinates sampling plans, formulates and implements standards and procedures and oversees the efficient implementation of the Payment Integrity Information Act (PIIA) and recovery audit programs for DFAS.
Manages, plans, implements, monitors, and evaluates random reviews and analysis of improper payments and recovery initiatives in compliance with OUSD(C) and Office of Management and Budget (OMB) guidance.
Incumbent is responsible and accountable for assigned program areas including the development, documentation, and operation of both internal processes and administrative/technical controls.
Reviews and approve quantitative (statistical) analyses and interpretation of results of data collected from random audit reviews performed by subordinate statisticians and financial analysts.
Participates in formal and informal management planning, policy and decision-making sessions regarding legislative changes, technological improvements, changes in Governmental policies and procedures involving improper payments and recovery issues.
Collaborates with the military services, DoD Agencies, and DFAS Sites, mission areas, product lines and customers to reduce improper payments and develop meaningful processes to measure and report the health and status of DoD Operations.
