Job Description:

This position is located in the Architect of the Capitol (AOC); Office of the Chief Operating Officer, Superintendent, House Office Buildings (HOB); Facilities Support Division. The incumbent serves as a General Engineer, assisting the Assistant Superintendent, Facilities Support Division in managing and administration of engineering projects in the HOB. Manages construction and renovation projects for HOB from planning to execution.

Specialized experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade in the Federal service. Specialized experience is defined as: (1) Managing engineering projects from the preliminary planning stage through the design and construction phases; (2) Performing project management and monitoring for new construction, renovations and improvements to facilities; and (3) Providing technical engineering guidance. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade in the Federal service. Specialized experience is defined as: (1) Managing engineering projects from the planning stage through the design and construction phases. (2) Performing project management and monitoring for new construction, renovations and improvements to facilities. (3) Providing technical engineering guidance.
PROJECT MANAGEMENT Serves as a Project Manager with responsibility for directing the development and managing the design and construction of a number of multi-million dollar new construction and renovation projects. Projects may include renovation, rehabilitation, alteration and new construction of buildings and infrastructure systems. Plans various complex project management functions with project teams and makes decisions affecting areas of responsibility that are precedent setting. Ensures proper resource allocation by a variety of agency and contractor organizations. Serves as a technical specialist and a key source of information for assigned areas of accountability. Collaborates with architects and engineers who are experts in related fields. Performs assessments to evaluate the effectiveness and efficiency of operations and recommends improvements to management. Provides professional engineering expertise in evaluating the effectiveness and efficiency of operations and recommends improvements to management. This involves life-cycle project management expertise and coordination of the planning and programming stages through the conceptual design stage, the construction document stage and the construction, equipment installation, commissioning and post occupancy evaluation phase. Responsible for the development of studies and design documents as defined in the AOC Project Mangers Manual. Ensures state-of-the-art design of new construction and renovations, alterations or upgrades of existing facilities in accordance with established criteria, codes and design standards. CONSULTANT/CONTRACTOR OVERSIGHT Provides technical design and management guidance to professional Architect/Engineers (A/E) firms. Ensures compatibility between functional space, technical requirements and budgeted project cost parameters. Provides consultation on applicable codes, standards and criteria. Serves as the Contracting Officers Representative (COTR) for review of compliance with A/E contract specifications. As a COTR, guides and evaluates contractor efforts and assesses technical progress in relation to the established schedule and resources. Reviews and evaluates shop drawings and progress schedules for conformance to technical specifications. Reports progress and/or problems. Within the design and scope of the project, exercises technical authority to direct necessary changes and resolve controversial problems. Keeps the Contracting Officer informed on progress, proposed contract modifications, validity of claims, analysis of proposals and assessment of contract time extensions. TECHNICAL ADVICE AND GUIDANCE Provides guidance, technical advice and consultation on project administration. Contributes to the resolution of technical difficulties that are amenable to changes in approach, criteria or requirements. Conducts studies to develop criteria for situations encountered during field inspections. Facilitates the resolution of project related issues and concerns that arise at the Jurisdiction Superintendent level. Provides leadership of the project scope, schedule and budget concerns. Provides timely and accurate responses to Jurisdiction representatives’ questions. Helps prioritize Jurisdiction's work.
