About the Position: As a Management Analyst (Manpower) for the US Army Corps of Engineers' South Atlantic Division, located in Atlanta, GA this position works with the Corps six district location offices of the Corps Resource Management Division, located in Wilmington, NC; Charleston, SC; Savannah, GA; Jacksonville, Fl; Mobile, AL and San Juan, PR.

Specialized Experience: One year of specialized experience which includes; Providing Manpower and Management services in support of a variety requirements related to personnel, position and Full Time Equivalent (FTE) management; Independently applying analytical and evaluative methods and techniques to interpret financial and manpower data, reports and systems; Providing technical manpower management expertise to assist in the design, implementation and assessment of operating systems, procedures and internal controls. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Reviews organization structure, workload data, missions and position structures.
Analyzes requests for manpower requirement changes and recommends appropriate action.
Recommends on the development and/or adaptation of rules, regulations and procedures affecting manpower, organization, mission, functions and staffing criteria.
Interprets higher echelon instructions and disseminates to districts for implementation.
Monitors and performs duties in connection with a variety of comprehensive Manpower Management Programs.
Performs informal/ad hoc analysis to determine manpower impacts and informs supervisor and/or senior leaders of significant manpower impacts.
Manages the Department of Defense (DoD) Financial Management (FM) Certification Program for the region.
