Job Description:
This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for assisting and coordinating programs policies, processes, and procedures related to Security Cooperation (SC) Programs.
You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Assisting and coordinating programs policies, processes, and procedures related to Security Cooperation (SC) Programs. OR B. Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Applying management practices and principles, SC program planning, process, and execution, technology security and foreign disclosure and staffing actions to work assignments; Assisting in reviewing and analyzing policies, regulations, procedures, and system(s) requirements to determine impact on local operations; Assisting in research and organize data to help aide in decision making; and performing administrative task as assigned. You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Gathering and analyzing trends and recommending solutions by applying a broad knowledge of management practices and principles, SC program planning, process, and execution, technology security and foreign disclosure and staffing actions; Interpreting, reviewing and analyzing broad policies, regulations, procedures, and system(s) requirements to determine impact on local operations; Researching and organizing data to help aide in decision making; Performing administrative tasks as assigned. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a WEAPONS SYSTEM POLICY ANALYST at the GS-0301-11/12/13 some of your typical work assignments may include: Serves as a Weapons Systems Policy Coordinator with responsibility for managing the development and coordination of Draft Military Articles and Services List (MASL) additions and modifications, Draft Congressional Notifications (CN), and Draft Letters of Offer and Acceptance (LOA) for requested Ally and Partner capabilities. Responsible for the development, preparation, staffing, and processing of draft weapons cases MASLs, CNs, and LOAs to support ally and partner capabilities and requirements. Coordinates with Miliary Departments (MILDEPs) and Combatant Commands on specific technology-sensitive issues and advises senior program managers on sensitive issues of incoming actions and provides recommendations on a way forward. Participates in working-level teams, conferences, interagency or intergovernmental discussions with foreign governments or non-DoD agencies on matters related to technology transfer issues, and problem solving on the requirement of foreign countries associated with security assistance and arms transfers.
