Job Description:

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Plans and Programs Division (SP10), Office of Contracts (SPN) of STRATEGIC SYSTEMS PROGRAMS. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing and leading a team of Contracting Officers and Contract Specialists on efforts with project leads to plan and develop long and short range acquisition plans/strategies and necessary procurement actions. You will oversee the negotiation of the missile and other related contracts, many of which are high dollar, complex procurements.
You will exercise administrative as well as technical supervision of Contracting Officers, Contract Specialists and Interns assigned to the contracting groups.
You will be responsible for the pre-negotiation planning leading up to contract execution including coordination of field and internal technical and cost analysis and evaluation of the contractor's proposal development of a cost objective.
You will be responsible for writing of pre and post negotiation business clearances, evaluation negotiation, and documentation of an incentive fee arrangement and the drafting and re-negotiation of the contract provisions.
You will develop schedules for the negotiations and execution of all procurements which includes establishing realistic deadlines and management their accomplishment.
You will assign the responsibility for the negotiation and administration of specific procurements to assigned personnel that consist of multiple NH Level IV and NH Level III personnel.
