This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & MRTFB in DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Watervliet Arsenal is an Army-owned & operated manufacturing center located in NY.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-07: Specialized Experience: One year of specialized experience which includes: (1) Utilize automated systems to interpret drawings, plans, and specifications. (2) Research policies and procedures to rectify problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service (GS-05). GS-08 Specialized Experience: One year of specialized experience which includes: 1) Conduct quality assurance through field inspections; 2) Gather facility information in a field environment; and 3) Conduct progress meetings with project stakeholders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). GS-09 Specialized Experience: One year of specialized experience equivalent which includes: 1) Conduct quality assurance through field inspections; 2) Gather facility information in a field environment; 3) Conduct progress meetings with project stakeholders; and 4) Prepare estimates, schedules, contract scope, and contractor progress reports. Identifies and submits work request for failed or failing facility components via data base of record or established work order system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Perform assignments at the journeyman level designed to provide the competencies, skills, and experience required to perform the more complex work at the full performance grade level.
Provide computer-aided design and drafting (CADD) support to engineers and realty specialists.
Organize and maintain electronic copies of drawings related to space classification and occupancy.
Acquire data and produce and maintain computerized geo-referenced maps and digital databases for the installation’s Geographical Information System (GIS) related to space usage and real property.
Utilize GIS and graphics software to support engineers by providing technical assistance and drawing production as well as guidance and instruction in the use of this software.
