This position is located in the Office of the Register of Copyrights, Copyright Office. The position description number for this position is 262236. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime, compflex, or maxiflex work schedule. This is a non-supervisory, non-bargaining unit position.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. This is a confidential position. The incumbent retrieves cables that have been classified at the Secret level for distribution to a secured group. The incumbent, bearing the responsibility for all assigned tasks and projects, is delegated significant responsibility in the area of scheduling, communication and correspondence, and project management, and performs a wide variety of duties which significantly assist the Office of the Register in the smooth and timely discharge of the Register's responsibilities. Uses initiative and resourcefulness as well as knowledge of a wide range of the concepts, principles, and practices of administrative theories and practices as they apply to the office of the chief executive of a major governmental agency. Uses skill in applying this knowledge to difficult and complex work assignments. Serves as a communications point of contact for the Register, for a wide range of individuals within the Copyright Office, the Library of Congress, Congressional offices and the copyright community, and serves as a conduit for confidential and sensitive information to and from the Register. Screens communications directed to the Register, and decides how to handle these messages based on established office guidelines, instructions, and guidance from the Register and senior staff within the Register's Office. Prioritizes incoming mail for the Register. Brings urgent or especially significant matters to the attention of the Register. Uses knowledge of the Register's schedule, and views on specific issues and situations to compose, prepare, and sign correspondence in response to inquiries accepting speaking engagements or attendance and participation in various official and social events. Reviews outgoing correspondence for clarity, consistency, completeness, and compliance with the Register's Office, Copyright Office and Library of Congress policy and procedures, and ensures appropriate background and supporting information is included. Establishes and maintains effective communication with federal, state, and local agencies and offices, universities, libraries, and national and international organizations impacted by Copyright law, programs, or projects. Assists the Register in preparing presentations for meetings inside and outside the Copyright Office for a wide range of audiences. Prepares studies and briefing papers. Maintains the Register's calendar and schedules. Schedules, reschedules, and cancels meetings as directed. Assists the Register in preparing for meetings both inside and outside the office. Arranges tours and special meetings for visitors to the Copyright Office. Following guidelines, directions, and procedures established by the Register, coordinates special events and recognition activities, and assists with the planning and/or execution of major activities within the Copyright Office for special activities such as briefings, international meetings, and receptions. Arranges luncheons and other special functions, attending to all logistical details ensuring both business and social obligations are met. Initiates contacts to schedule and respond to requests for meetings. Assembles meeting files with all documents related to the meetings. Develops meeting agendas, anticipates, and prepares background material. Selects and assembles related background material from the files, and elsewhere as necessary. Using program knowledge, initiative, and a sense of priorities to interpret and follow broadly-stated instructions, coordinates, tracks, and assists in the management of the Register's daily personal workload. Identifies administrative needs or unusual problems involving administrative or program issues, devises and recommends solutions, and implements solutions after approval. Work may impact more than one area of the Copyright Office or the Library. Works with all levels within the Copyright Office and Library of Congress, the copyright and academic communities, Congress and Congressional committee staff, and other Copyright stakeholders. Coordinates and manages assigned projects and project team activities, determines milestones and targets for success of the project, maintains a continuous review of the project's status and accomplishments and. provides summary reports to the appropriate managers. Understands and communicates stakeholder and customer requirements to team members. Monitors project progress against project requirements. Coordinates and facilitates the delivery of project objectives. Organizes and assigns task assignments of project participants. Delegates responsibility, as appropriate, to the best qualified team member, and monitors individual progress. Motivates the project team and serves as a buffer from external distractions. Ensures each task has a clearly identified owner, and that team members have the tools needed to perform their tasks. Arranges necessary training and ensures training is aligned with project goals.
