Job Description:
The Risk Manager supports the organization's risk management program with assigned responsibility for: Enterprise Risk Management activities, Protected Peer Review for Quality Management, Institutional Disclosure, Tort Claim processing, Occurrence Screen processing and ongoing rigorous systematic review and improvement approaches related to risk assessment and mitigation. This entails conducting clinical reviews, mortality reviews, and managing the Vista occurrence screening package.
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: 3-5 years clinical nursing experience with excellent written communication and organizational skills. Grade/Level Scope Education Nurse I, Level I Delivers fundamental, knowledge-based care to assigned clients while developing technical competencies. An Associate Degree (ADN) or Diploma in Nursing, with no additional professional nursing required. Nurse I, Level II Demonstrates integration of biopsychosocial concepts, cognitive skills and technically competent practice in providing care to clients with basic or complex. An ADN or Diploma in Nursing AND 1 year of specialized nursing experience equivalent to Nurse I, Level 1 ;OR a Bachelor of Science in Nursing (BSN) with no additional professional nursing experience required. Nurse I, Level III Demonstrates proficiency in practice based on conscious and deliberate planning. Self-directed in goal setting for managing complex client situations. An ADN or Diploma in Nursing AND 2 years of professional nursing experience in which one year is equivalent to Nurse I, Level 2; OR a BSN and 1 year of professional nursing experience equivalent to the Nurse I, Level 2; OR a Master's degree in nursing (MSN) and no additional professional nursing experience; OR a Master's degree in a *related field with a BSN and no additional professional nursing experience. Nurse II Demonstrates leadership in delivering and improving holistic care through collaborative strategies with others. A BSN with 2 years of professional nursing equivalent to Nurse I, Level 3; OR an MSN with one year of specialized nursing experience equivalent to Nurse I, Level 3; OR a Master's degree in a *related field with a BSN and one year of specialized nursing experience equivalent to Nurse I, Level 3; OR a Doctoral degree in Nursing with no professional nursing experience; OR a Doctoral degree in a *related field with a BSN with no additional professional nursing experience. Nurse III Executes position responsibilities that demonstrate leadership, experience and creative approaches to management of complex client care beyond the immediate practice setting. MSN and 2 years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III; OR a Master's degree in *related field with BSN and two years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III; OR a Doctoral degree in Nursing with and one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III; OR a Doctoral degree in a *related field with a BSN and one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III. *Note: Foreign education programs/degrees are not creditable as related degrees. DUTIES MAY INCLUDE HOWEVER ARE NOT LIMITED TO THE FOLLOWING: Identifying, addressing, preventing and monitoring situations that could result in injury, liability, financial loss or regulatory non-compliance. Implementing and maintaining a system for analyzing, trending and reporting risk management data. Maintaining open communication with facility leadership and providing subject matter expertise in the field of Medical Legal Risk Management. Acquiring and maintaining current and relevant healthcare and programmatic knowledge of the principles, practice and techniques associated with Medical Legal Risk Management duties and responsibilities through literature and periodical reviews workshops attendance, and networking, and the use of benchmark practices. Executes position responsibilities that demonstrate leadership, experience, and creative approaches to the Risk Management and Peer Review Program aspects. Demonstrates performance and leadership that is broad enough to impact the standard of care and safety of staff while caring for all patients throughout the continuum of care. Responsible for the documented outcomes at the program level and for supporting the program in all services within the organization. Program level outcomes must be broad and complex and can be demonstrated at any organizational level within a facility, Veterans Integrated Services Network (VISN), or Veterans Affairs Central Office (VACO). Program is defined as a facility wide system that meets the requirements of National Directives. Oversees the provision of staff education, orientation, competencies, and providing quality improvement and outcomes utilization consultation related to the program. Conducts knowledge sharing to provide safe, quality care across the facility. Fosters a safe and supportive environment conducive to the professional development of health care professionals; evaluates outcomes of evidence-based decisions and practice changes for individuals, groups, and populations; and continuously evaluates the program, collecting and submitting facility performance measures. Leads and organizes delivery of care to ensure continuity of care and peer accountability for practice in alignment with the ANA Standards of Nursing Practice. Applies advanced clinical knowledge/judgment to lead staff involvement in planning, decision-making, and evaluating outcomes beyond the immediate practice setting. Leads initiatives to improve the Veteran experience i.e., care coordination, timeliness to resolve issues, negative trends, or environment of care concerns, beyond the immediate practice setting. Demonstrates leadership in patient advocacy by protecting the health, safety, and rights of patient population groups beyond the immediate practice setting. Leads staff to identify, analyze and address ethical issues that impact patients, caregivers and staff beyond the immediate practice setting. Models' high reliability principles and I CARE values to improve the consistency of care delivery and patient outcomes beyond the immediate practice setting. Demonstrates positive, effective communication skills, professional behaviors and leadership that promotes a commitment to excellence, improving nursing practice, and fostering collaboration among customers beyond the immediate practice setting.
