Job Description:

The Service Chief Physician for Physical Medicine and Rehabilitation (PM&R) is appointed to the Medical Staff of the Portland VA Medical Center and assigned to the Rehabilitation and Long-Term Care (RLTC) Division who functions as an independent licensed practitioner. The Service Chief (PM&R) is accountable to the Clinical Director of RLTC or delegee and works with the RLTC executive team to ensure that resources and processes are appropriately directed within the PM&R Department.
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Additional Requirement: Completed an accredited residency in Physical Medicine and Rehabilitation (PM&R). Eligible or has successfully passed the PM&R board exam. Preferred Experience: At least 10 years PMRS experience and 3 years supervision or other leadership duties. Physical Requirements: Moderate lifting and carrying (15-44 pounds); Straight pulling (0.5 hours); Pushing (0.5 hours); Reaching above shoulder; Use of fingers; Both hands required; Walking (3 hours); Standing (4-6 hours); Kneeling (1 hour); Repeated bending (2 hours); Climbing legs only (1 hour); Both legs required; Operation of crane, truck, tractor, or motor vehicle; Ability for rapid mental and muscular coordination simultaneously; Specific visual requirement (At least 20/40 each eye); Both eyes required; Depth perception; Ability to distinguish basic colors and shades of colors; Hearing (aid may be permitted); Mental and emotional stability required; At least 70' peripheral in horizontal meridian in each eye. The Service Chief Physician for Physical Medicine and Rehabilitation (PM&R) accountable to the Clinical Director of RLTC or delegee and works with the RLTC executive team to ensure that resources and processes are appropriately directed toward providing high quality, accessible, cost-effective care within the PM&R Department. Major duties and responsibilities include, but are not limited to: Completed an accredited residency in Physical Medicine and Rehabilitation (PM&R). Eligible or has successfully passed the PM&R board exam. Demonstrates success in the academic missions of education, research and/or health care associated process improvement, in addition to the clinical practice of PM&R. Designs, integrates, implements, and evaluates clinical and administrative activities surrounding models of care for inpatient and outpatient services in the PM&R Department. Contributes to RLTC leadership administrative activities including performance pay plan development, peer reviews, professional performance evaluations, committee participation, and privileging. Takes responsibility for recruitment and orientation of PM&R Department staff. Conducts appropriate histories and physical exams face to face/or virtual patient care in PM&R Department. Develops treatment plans and initiating consults and referrals when appropriate. Takes night and weekend call in rotation. Teaches and supervise trainees, as appropriate.
