Job Description:

serve as a Senior Architect/Engineer (Interdisciplinary) for the A-E Contract Administration Section that is composed of Architects/Engineers, a Program Analyst, and a Program Assistant. Responsibile for planning, leading, coordinating, reviewing, and providing cost A-E contract management technical guidance for all aspects of A-E/services contract preparation associated with the design, construction, and operations and maintenance for Civil Works, Military, and Support-for-Others projects.

GS -13: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes: developing detailed Independent Government Estimates; working knowledge of Civil Works projects such as pumping stations, weirs, bulkheads, multiple-barrel gated culverts, flood control structures, boat ramps, and recreation areas; ability to independently negotiate Government's position based on standard practices and policies. GS-12: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: developing detailed Independent Government Estimates; working knowledge of Civil Works projects such as pumping stations, weirs, bulkheads, multiple-barrel gated culverts, flood control structures, boat ramps, and recreation areas; ability to independently negotiate Government's position based on standard practices and policies. All Professional Engineering Positions, Degree: Engineering. Serves as Architect-Engineer (A-E) Contract Manager in the A-E Contract Administration Section in the Technical Services Branch for pre-award.
Serves as A-E Contracting Officer’s Representative (COR).
Uses a highly developed knowledge of planning, engineering, and contract administration concepts, principals, and practices to manage A-E contracts for Civil Works projects.
Assists in acquisition planning and prepares Commerce Business Daily announcements for solicitation of A-E contracts.
Participates in evaluating the capabilities, technical competence, specialized experience, and past performance of A-E firms to determine whether they are qualified to perform required services.
Develops the A-E Contract Scope of Work (SOW) and other applicable contract documents for assigned projects.
Participates in evaluating A-E deliverables for contractual and technical compliance.
Evaluates A-E payment requests and A-E performance.
Participates in Project Delivery Teams (PDT) as a technical member providing support to the Technical Lead (TL) in all phases of assigned projects.
