Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Minimum Qualifications for GS-12 Specialized Experience: One year of specialized experience which includes: Advising procedural and policy matters related to staffing, personnel actions, and organizational needs, including; ensuring alignment with organizational goals and objectives; and communicating effectively with senior leadership and/or other personnel regarding staffing requirements, personnel actions, and/or organizational changes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Advises District personnel on a variety of substantive procedural and policy matters on a broad range of civilian workforce management functions.
Keeps abreast if and advises the Commander, District management, and staff of changes affecting these functional areas.
Acts as liaison with the Civilian Human Resources Agency, USACE HR Directorate including classification, staffing, and Labor/Management Employee relations branch supervisors to assist management in Human resource programs.
Advises and formulates recommendations to the Commander and Corporate Board regarding staffing requirements, workforce resources, program objectives, and problems.
Review organizational requirements and/or conducts studies relating to such factors as turnover, mission, and technology to identify staffing trends, retention deficiencies to develop short- and long-range staffing requirements and plans.
Utilizes tools such as the Internal Manning Document to support and refine documents.
Utilizes multiple personnel systems to request action, track, review, and advise Commanders and corporate board on personnel actions.
Supports and participates, in Commander's Crisis Intervention Team, awards program, provides guidance on personnel related programs to the workforce.
Must possess a comprehensive knowledge of workforce management disciplines such as staffing, classification, employee and labor relations, equal employment opportunity etc. for the purpose of planning, organizing, evaluating, and resolving problems.
Must possess knowledge of program goals and evaluate accomplishment of goals through analytical and statistical methods and techniques.
Must have ability to predict impact on workforce programs and generate options to address the impacts on the district.
Must possess skill in oral and written communication methods to deal effectively with complex issues and differing approaches and views held by other principle staff members or parties.
Must possess knowledge of commonly used budgetary methods and be able to formulate, justify, and execute and assigned budget.
