You will serve as an ENVIRONMENTAL PROTECTION SPECIALIST in the PUBLIC WORKS DEPARTMENT of NAV FACILITIES ENGINEERING COMMAND SE. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following 1)3 years minimum experience managing hazardous waste; and current RCRA, DOT and spill response training. 2) Planning, implementing, and/or monitoring environmental programs and services (e.g., determining needs, evaluating program effectiveness, and adhering compliance with regulations); 3) Solving complex problems resolving diverse aspects of environmental protection (e.g. performing investigations, inspections, or oversight activities); 4) Developing solutions to resolve specific environmental protection problems, projects, programs, or functions; and 5) Providing project execution compliance support (e.g. attending post award kickoff meetings, attend preconstruction kickoff meetings, reviewing environmental protection plans, monitoring work) to ensure various environmental media (water, hazardous waste, and/or air) program requirements are being met. You will oversee and ensure compliance with Resource Conservation and Recovery Act (RCRA) permits to operate a Transfer, Storage, or Disposal Facility (TSDF).
You will ensure that records required under RCRA for TSDFs are completed and maintained according to regulation.
You will develop and input delivery orders for hazardous waste container pickups and ensure required manifests are developed.
You will perform inspections and may be required to move hazardous waste containers with the aid of lifting devices.
You will represent the command or participate in meetings with external stakeholders such as, community groups, Federal State and local regulatory agencies and other concerned groups related to environmental programs.
You will prepare or review reports and follow-ups on findings of noncompliance and notices of violations.
You will communicate in oral and written form to provide/present advisory, reviewing, evaluating, educating and/or training services.
You will perform environmental sampling, coordinate sample analyses, and interpret results.
You will implement, or monitor environmental programs and services (e.g., determining needs, evaluating program effectiveness, and assuring compliance with regulations).
