Time in Grade: For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service. For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service Specialized Experience: For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service. Specialized experience is defined as demonstrating knowledge of military pay entitlements, policies and procedures, as well as generally accepted principles related to the disbursement of public funds sufficient to provide analysis and advice regarding financial systems, internal controls and work processes. Examples of Specialized experience include: recommending process improvements relative to financial operations, systems, and procedures, identifying discrepancies from consolidated financial reports, and / or provide basic operational analysis to senior leadership in effort to help carry out the financial mission. Specialized Experience: For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service. Specialized experience is defined as performing financial systems analysis in support of military pay and the mobilization / de-mobilization process; providing thorough knowledge of financial management principles as they relate to automated systems processing and finance operations. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Coordinates and provides Military Pay, Travel and Disbursing Operations support to organizations at all levels of the installation. Directs the receipt, disbursement, and deposit of public funds. Identifies problem areas, develops actions and solutions to improve operations, and resolves problems posed by internal and external sources. Conducts analytical studies to reduce operating costs within the office and institutes changes to obtain greater coordination and more efficient operations. Participates in conferences, workshops, and other meetings. Reviews all responses to Congressional, Inspector General, and Commanding General inquiries to ensure accuracy and consistency with policy and regulatory guidance. Performs the full range of supervisory duties at the installation. Meets with key installation personnel to explain FMCOM AMPO policy and coordinate resolutions to problems.
