Job Description:

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Experience reviewing, analyzing, and coordinating complex work assignments related to military pay operations; conducting financial reviews; analyzing and evaluating military pay automated systems; and implementing recommendations to improve military pay / retired payroll operations. Performing in-depth analysis and evaluation of financial policies, procedures, and regulations to ensure the overall effectiveness and efficiency of finance and accounting operations. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Performs continuing studies and analysis toward the improvement of finance procedures relating to military pay systems.
Develops, coordinates, and finalizes complete plans for implementation of programs in support of mission, objectives and requirements.
Provides expert support to Director of ESS Military Pay regarding the coordination, development, and execution of plans for military pay systems and procedures.
Makes recommendations and implements changes to policies and procedures as they relate to legislative changes.
Manages all office budget execution cycle and contract activity.
