Master's Degree in education, psychology, social work, or a social science related field. Three years of experience that demonstrates knowledge of and experience in serving as a Behavioral Health Prevention Analyst OR a comparable combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above. Comprehensive knowledge of Behavioral Health prevention. Experience conducting presentations on Behavioral Health prevention and delivering education and training using a variety of techniques and methods. Knowledge of the military structure and environment preferred. Skill to: establish and maintain effective relationships with, and gain confidence and cooperation of supervisors and managers to accept proposals on complex issues; organize and communicate effectively orally and in writing at briefings and training sessions, with Marine Corps leadership, media representatives and in professional conferences and training workshops to encourage understanding and acceptance of programming. Comprehensive skills in: designing and interpreting surveys, fact finding, using investigative techniques and presenting results. Skill to analyze and evaluate efficiency and effectiveness of business practices to meet goals and objectives. Skill to: analyze and evaluate procedures and systems; perform surveys to determine compliance with established policies and procedures, and formulate recommendations for improvement based on findings. Experience developing and implementing Behavioral Health prevention educational training programs. Experience preparing and obtaining training materials used in Behavioral Health prevention programs to include: lesson plans, resource guides, and films.
The incumbent serves as Marine Expeditionary Forces (MEF) Prevention Analyst assessing and sustaining all Behavioral Health prevention initiatives at his/her respective region. Reports to the MEF Prevention Program Director for administrative instructions and to the Major Subordinate Commands (MSC) (Div/Wing) commanding officer for operational instruction. Advises management on information associated with the implementation and effectiveness of command-wide Behavioral Health prevention, education and awareness programs/initiatives for military members and their family members. Critically assesses unit level prevention education and training needs. Provides critical analysis of training processes and procedures; and ensures implementation of training curriculum meets specific and measurable learning objectives. Conducts program evaluations that involve quality of organizational operations, and functions of significant complexity. Reports all findings and recommendations to the MEF leadership. Measures implementation of tasks and training consistent with Command Behavioral Health strategic plan, briefs leadership on current trends in Behavioral Health issues, and collects vital data and information to improve Behavioral Health programming at installations and throughout the Marine Corps.Conducts quality assurance throughout the assigned region to ensure fidelity of programs and ensure policy is appropriately implemented. Independently collaborates with Behavioral Health prevention programs to identify target groups and develops local program plans, methods and procedures to meet the needs of installations and command policy, goals, and objectives. Oversees the Behavioral Health prevention day-to-day operations for the command. Independently reviews program operations and develops recommendations to revise guidelines, training materials, and model operating procedures. Provides program support to improve and sustain the capabilities of commanders, Marines, and family members, prevent problems that detract from unit performance and readiness, and aid in coping successfully with the Marine Corps lifestyle. Reviews and develops recommendations for Behavioral Health installation-level prevention programs to ensure training and support capabilities are timely, relevant to commanders' needs, flexible, sustainable in execution, thoroughly coordinated with leadership, and in compliance with DoD, USMC, DoN and command policy, goals, and objectives. Assists in conducting Train-the-Trainer sessions for potential trainers on how to deliver effective Behavioral Health prevention training. Develops and monitors measures of effectiveness for Behavioral Health prevention capabilities and training to ensure that Marine Corps training requirements are executed appropriately and program needs are met. Formulates recommendations for command on Behavioral Health prevention areas needing improvement. Attends conferences and meetings. Prepares supporting documentation for presentations and proposals. Prepares correspondence, briefs, action documents, routing sheets, information papers, and slide presentations for use by management officials. Represents the Command on Behavioral Health prevention matters at designated Marine Corps and civilian-community functions. Keeps abreast of local and national Behavioral Health trends. Coordinates items for release to the news media/public affairs; bulletins; fliers; newsletters, etc; including audio and video presentations. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments, and conduct or attend presentations, conferences and meetings. Provides World Class Customer Service with an emphasis on professionalism and courtesy. Assists internal and external customers and communicates positively in a professional manner. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher level supervisor or proper point of contact for help when problems arise. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
