The primary purpose of this position is: To serve as the MAJCOM headquarters-level Intercontinental Ballistic Missile (ICBM) safety/surety program analyst, applying nuclear weapon maintenance and logistics experience and expertise to analyze and evaluate issues.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes using expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness, including management, planning, and measurement concepts, principles, practices, and methodologies currently in use by the AF and DoD. Possess thorough knowledge of planning, acquisition, and management process to prepare long-range (5 year) and short-range planning guidance in accordance with initial and continued operational certification programs, policies, and objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of ICBM operations, maintenance, and support equipment requirements in order to identify nuclear certification impacts to operational certification requirements in the realm of nuclear surety training, initial nuclear surety inspection, ICBM maintenance qualification training, and personnel reliability assurance program. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones as they apply to nuclear certification; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of Air Force Nuclear Certification Process. Knowledge of the application of Air Force operations/maintenance/logistics expertise as it applies to assigned programs and weapon systems, and emerging weapons systems and technologies. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Ability to analyze problems, establish objectives, carry out projects and assess progress while working in a multi-functional environment involving interaction with executive and management levels of the Air Force and DoD where negotiation of complex issues and maintaining professional working relationships are critical. Ability to communicate factual and procedural information clearly, both orally and in writing, then plan, organize, coordinate and direct all or a portion of a complex ICBM operations/maintenance/logistics project, to include directing personnel on visits. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosures agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Applies ICBM maintenance/logistics/operations experience, analyzes and evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency within nuclear certification as it pertains to operationally certifying ICBM operations. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and conduct of Command-wide ICBM operational certification functions and activities. As a MAJCOM ICBM operational certification manager, provides expert technical advice to senior leaders and functional managers in the realm of qualification training, nuclear surety training, initial nuclear surety inspection, and personnel reliability assurance program requirements necessary to achieve and sustain operational certification for the prescribed nuclear weapon system. Performs ICBM operational certification and other compliance/readiness unit visits on all AFGSC ICBM programs/functions in accordance with Air Force Instructions, Air Force Manuals, and all other governing instructions and regulatory guidance. Provides nuclear certification and nuclear surety program assistance and training to field units to ensure program implementation. Assists in developing nuclear certification and nuclear surety guidance for AFGSC functionals and units. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments. Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc. Represents HQ AFGSC at conference, workshop, working group and meeting activities related to ICBM maintenance/logistics programs and issues. Activities include Joint Chiefs of Staff (JCS) Nuclear Surety Process Reviews; DoD Nuclear Summits; MAJCOM, HAF and DoD Groups and Councils; Semiannual Command Nuclear Summits; Nuclear Surety Study Groups; Nuclear Surety Councils; Inspector General Semiannual Inspection Councils; Inspector General Quarterly Inspection Groups; and various departmental workgroups on publication/instruction revisions.
