This vacancy is for a GS-0301-11, Supervisory Program Specialist located in the Department of Homeland Security, U.S. Coast Guard, OPERATING LOCATION-HR SRVC CEN W -CG-1C3W -TOPEKA KS. Duty location will be determined upon selection.
To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-9 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Developing directives regarding exchange of data between agencies regarding compensation and personnel information. Interpreting and evaluating legislation, regulations, Comptroller General decisions and policy. Analyzing procedures, and developing solutions to problem areas and system inadequacies Knowledge of military retiree and annuitant pay and allowances, and accounting. Preparing written correspondence and delivering briefings and/or conducting interviews OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
You will serve as a Supervisory Program Specialist and be responsible for the overall management and administration of retired and annuitant accounts, automated pay systems and related support systems. Overseeing delivery of all pay and personnel services for U.S. Coast Guard (USCG), U.S. Public Health Services (USPHS) and National Oceanic and Atmospheric Administration (NOAA) retirees and annuitants. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Providing direct counseling to senior Coast Guard leadership (Commandant, Vice Commandant, other Flag Officers) on retired pay and benefits. Representing the Coast Guard at regular meetings with senior managers ad technical experts (Flag, SES and senior GS) from DOD, OUSD, VA, and USPHS. Analyze, develops and implements joint procedures and directives and solutions to problems that others cannot solve regarding exchange of data required for properly calculating retired pay, disability pay survivor benefit pay and disability indemnity compensation. Establishing joint procedures for collection of overpayments which cost agency lines, in conjunction with these agencies. Making selection recommendations for positions, assigning and reviewing work. approving and disapproving leaves. Evaluating performance, identifying training requirements and arranging training.
