Job Description:

You will serve as a PORT OPERATIONS MANAGER in the OPERATIONS AND PLANS DEPARTMENT of COMMANDER NAVY REGION HAWAII. A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary. COLA is subject to change at any time.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing expert advice and guidance to senior level officials on policies and procedures covering all aspects of the Port Operations Program; 2) Interpreting all program directives to identify deficiencies and make recommendations to correct them; 3) Allocating budget to each appropriate activity and oversee execution to ensure compliance with all existing financial regulations; 4) Providing support for the continuous process improvement of port operations; 5) Overseeing the implementation of Memoranda of Agreements (MOA)/Intra-Services Support Agreements (ISAs) impacting regional port operations. Local and long distance travel is required. Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230. Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will advise program managers on the status of business processes.
You will develop long-range berthing plans to determine manpower, resources, and materials.
You will develop an annual budget to obtain and coordinate resources in support of fleet operations program goals and objectives.
You will supervise personnel at the department head level for a port operations program.
You will coordinate the strategic planning effort for an organization on matters of funding, facilities, personnel, and schedule requirements.
