In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-0203. SPECIALIZED EXPERIENCE (GS-05): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a standardized body of rules, procedures, operations, and terminology related to recruitment and placement activities sufficient to process requests for personnel action, and answer questions concerning merit promotion procedures, and procedures for reinstatement or transfer to another Federal agency. Knowledge of the nature and capability of word processing software procedures and function keys to perform a substantial range of functions, such as generating table of contents, importing graphs or databases, creating glossaries, aligning multiple columns, automatically printing document identification or other notations at the top or bottom of each page, and creating form letters and automatically merge these with mailing lists. OR EDUCATION: Successfully completed at least four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of experience as described in the job opportunity announcement and education. SPECIALIZED EXPERIENCE (GS-07): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of recruitment and placement rules, procedures, or operations to perform a wide variety of interrelated and/or nonstandard duties such as reviewing job requirements and determining and utilizing recruitment sources to produce qualified candidates for lower-graded clerk, assistant, technician, and semi-skilled wage grade positions; coordinate placement priorities for filling positions; participating with specialists in applying specified factors to rank order applicants on registers; and identify training needs and probationary requirements for newly selected supervisors. Knowledge of the nature and capability of word processing software procedures and function keys to perform a substantial range of functions, such as generating table of contents, importing graphs or databases, creating glossaries, aligning multiple columns, automatically printing document identification or other notations at the top or bottom of each page, and creating form letters and automatically merge these with mailing lists. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of an extensive body of recruitment and placement rules, procedures, and operations to perform a wide variety of interrelated or nonstandard support work assignments involved in the fill of a variety of lower-graded clerical, administrative, technician, and semi-skilled wage grade positions. Knowledge of the DCPDS to input, store, retrieve data and perform quality review of data elements. Knowledge of techniques for applying qualification standards. Knowledge of word processing automation software functions to support office operations and produce a variety of textual, such as letters, reports, memos and form letters. Skill in typing; a qualified typist is required. Ability to communicate, both orally and in writing. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Performs the full range of tasks in filling positions. Exercises considerable independence in performing recruitment and placement tasks involved in filling a variety of lower-grade clerical, administrative, technician, and semi-skilled wage grade positions. Performs functions involved with the DOD Priority Placement Program (PPP) and other special hiring programs. Initiates and Monitors the suitability and security automated systems. Initiates fingerprinting and appropriate background investigation requests as required. Performs a variety of recruitment and placement support duties. Based upon data gleaned from official files and automated records, prepares correspondence, memoranda, and one-time reports on a variety of recruitment placement activities such as strength figures, vacancy reports, and status reports. Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc. Specific processing functions involved require a varying number and sequence of steps and use of different functions from one assignment to another.
