Job Description:
This position is located within the Office Deputy Under Secretary for Analysis (DUS-A), Department of Homeland Security (DHS) and serves as the Executive Officer (Supervisory).
Specialized Experience: To qualify for a GS-15 you must possess at least one year of specialized experience, equivalent to the GS-14 level or above that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position.
The incumbent leada, oversees and manages, and participates in a wide range of dynamic and integrated efforts concerning strategic planning and programming, budget formulation and execution, performance management and measurement, and substantive intelligence issues. The Executive Officer assists the Deputy Under Secretary for Analysis (DUSA) in managing day-to-day operations and representing the equities and responsibilities of DUSA. The incumbent exercises managerial authority to plan and execute various programs. Oversees the planning. direction, and timely execution of DUSA program operations, including the development. assignment. and higher-level clearance of goals and objectives: Makes recommendations on multi-year and long-range work plans and budgets. Oversees the implementation of long-range plans, goals, and objectives. Adjusts policy and plans to respond to changes in levels of funds available or other legislative changes: and manages operational changes throughout the organization. or major changes to the structure and content of the program or program segments directed against the staff. The incumbent ensures the efficient and effective functioning of DUSA. Provides advice and assistance to senior l&A management officials in applying intelligence policy and operational principles: and advises and assists other organizations on issues affecting the development and application of intelligence plans, programs, and operations to secure and protect the Homeland. As the Executive Officer, the incumbent identifies. aligns, deconflicts, facilitates, and manages integration of efforts and facilitates work processes and practices across the entire DUSA organization; across I&A as well as the components within the DHS Department that comprise the DHS Intelligence Enterprise (IE); and with the various agencies that comprise the Intelligence Community (IC) to provide for improvements to the DHS intelligence cycle. The incumbent also leads and participates in interdisciplinary cross-office and cross-organizational forums to produce, implement. and enforce authoritative policy and procedural guidance. instructions. and directives that support the preparation and execution of intelligence plans and operations to protect the Homeland. This position involves critical duties and responsibilities that must continue to be performed during crisis situations and contingency operations. Required responsiveness to elevated threat levels may require special considerations such as temporary relocation and extended or rotational hours of work.
