Job Description:

This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Participating in pre-bid, pre-construction, pre-performance meetings to discuss construction/maintenance contract requirements and quality assurance criteria and expectations; 2) Preparing contract quality assurance and inspection reports to make appropriate recommendations for changes in the level of quality assurance and/or issuance of cure or show cause notices; 3) Providing technical oversight on construction, maintenance, or hazardous waste contracts; and 4) Establishing inspection schedules based on contract requirements, nature of work to be performed, and determination of critical inspection point involved to ensure contractor compliance. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will prepare quality assurance plans, recommend variations in standard methods and procedures to meet unusual situations, and assure adequacy of material and equipment specifications.
You will conduct pre-award site visits/conferences, identifying pertinent features to potential bidders, interpreting specifications, performance schedules, invoicing procedures.
You will conducts interviews with contractor’s employees on maintenance construction contracts to assure that labor laws and regulations are being applied (Davis-Bacon requirements).
You will participate on a Technical Evaluation Board (TEB) in determining which contract proposal demonstrates the most efficient and technically adequate solution to the subject Statement of Work (SOW).
