This vacancy is for a GS-0089-13, Supervisory Emergency Management Specialist located in the Department of Homeland Security, U.S. Coast Guard, USCG MARINE SAFETY UNIT PORT ARTHUR. Duty location will be determined upon selection.
To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Developing, implementing, and assessing preparedness Planning, emergency and incident management practices Leading and/or supervising a team of professionals while managing multiple simultaneous projects Leading an emergency management program Developing position papers, briefing and meeting preparation materials for decision making at the strategic level to support organizational efficiency Conducting special studies and performance analyses in support of decision making at the operational and tactical levels NOTE: Education cannot be substituted for experience at this grade level. You will serve as a Supervisory Emergency Management Specialist and serves functionally and organizationally as the Chief of the Emergency Management and Force Readiness Division and is responsible for the work produced by the staff and provides senior subject matter expertise and technical support for the Coast Guard's Emergency Management Program to include contingency exercises and comprehensive emergency management. . Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Develop, validate, maintain, and execute AOR specific all hazard emergency management and contingency plans, policies, and procedures; evaluate effectiveness, identify areas for improvement, and take corrective actions. Design, plan, and conduct all hazard emergency preparedness exercises to evaluate and improve organization and stakeholder plans, response capabilities, and develop proficiency. Coordinate all hazard disaster response and recovery efforts with federal, state, and local agencies and stakeholders. Responsible for coordination and delivery of emergency response training and providing guidance for CG personnel. Serve as Subject Matter Expert in Emergency Management; oversee and manage full time civilian and military staff; supervise, review, and ensure completion of all own and subordinate deliverables.
