Job Description:

To be considered for the position, you must meet the following qualification requirements: Education: Ph.D. or equivalent doctoral degree OR three-full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Graduate education must demonstrate the knowledge, skills and abilities necessary to do the work of the position. OR Experience: One year of specialized experience that equips you with the qualifications to successfully perform the duties of the position. This experience must be at least one year of specialized experience equivalent to the GS-09 level in federal service. Some examples of qualifying experience are: Experience interpreting and ensuring compliance with federal laws, OPM regulations, DOJ and BOP policies as they apply to human resource issues. Experience with human resource operations within the BOP to enable efficient and effective resolution of problems. Experience with staffing, compensation and leave guidelines, employee benefits, retirement, time and attendance and e-OPF documents retention/disposition. Experience processing a variety of personnel actions affecting pay, benefits, position status, and experience in identifying and correcting errors. OR Combination of Education and Experience: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
Responsible for reviewing and releasing actions that have been keyed prior to processing. Must maintain a close working relationship with Supervisory Human Resource Specialists and the National Finance Center (NFC) to facilitate information flow, identify problems and provide assistance with special or unique issues. Requires a high level of technical knowledge in order to function as a subject-matter expert in the correction of actions rejected by the automated system. Interprets Office of Personnel Management (OPM), Department of Justice (DOJ), Bureau of Prisons (BOP) and NFC policy and instructions and prepares supplemental guidance for use as necessary. Provides assistance with responses to payroll and personnel related complaints or problems from regional, field human resource offices and CPU staff, in the areas of Position Management System Online (PMSO), Nature of Action Code (NOAC) entries, time and attendance (T&A) problems, salary payments, benefits, payroll allotments, retirement and back pay issues.
