THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a MATERIALS HANDLER (Title 32), Position Description Number D1950000 and is part of the IL 182 AW, National Guard.
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted Only - May not exceed the rank of TSgt. SPECIALIZED EXPERIENCE: WG-06 Level - Must possess experience or training in receiving, packaging, and preparation for shipment. Experience in compiling reports, overall warehouse planning, documentation requirements, and accepted warehousing methods, procedures, and techniques. Experience in setting up and rotating storage locations considering factors such as life expectancy, available space, product turnover, etc. WG-05 Level - Must possess experience or training demonstrating the ability to store, organize and/or rotate a variety of bin and bulk supplies, materials, equipment, and commodities. Familiar with basic warehouse procedures. Experience in determining quantities of inventory items. Experience in following oral and written instructions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. As a MATERIALS HANDLER (Title 32), WG-6907-5/6, you will perform warehouse inspection, storage, and inventory of a wide variety of supply and equipment items, classified and sensitive items, War Comsumables Distribution Objective (WCDO) items; selecting items to be issued, shipped, or transferred; conducting warehouse validations and inventories; maintaining central locator functions; performing warehouse inspection functions (i.e., shelf life, functional checks); and managing the staging area for delivery of items. Major Duties - This is NOT an all-inclusive list: Examine materiel for shortages, overages and obvious damage and coordinate any discrepancies with the Cargo Movement Element. Inspect all classes of property for which the USPFO Accountable Officer has responsibility and/or accountability, including small arms, aircraft parts and components, motor vehicle parts, building and construction materials, special equipment, gasses, chemicals, wood products, packaged petroleum products, machines and communication equipment. Inspect for deterioration and corrosion of all stocked items and initiate/recommend necessary action. Monitor petroleum/chemical materiel by regularly checking and inspecting all petroleum and chemical products stored to ensure test dates are within prescribed time frames. Determine within the general warehousing plan how to arrange stock within the storage area. Schedule and maintain an aggressive surveillance inspection program for items in central storage to assure that all assets are ready for issue. Responsible for the inventory and proper accounting of all in-warehouse assets. Monitor demilitarization, required documentation, and transfer of items to disposal. Assure incoming materiel matches the accompanying documentation. Provide proper storage and handling of Electrostatic Discharge Items (ESD) in accordance with applicable technical orders and publications. Assure required tags, labels, and markings are affixed to property to reflect identity, status, and condition. Assign applicable condition code, affix tag and initiate requests for component items to restore to serviceable condition. Make sure that technical data is retained when retagging items. Monitor functional check program by coordinating inputs and routing items to the maintenance/supply liaison to ensure all functional check assets are ready for issue. Ensure procedures are written that direct a resource protection survey be accomplished on designated controlled areas within prescribed time frames. Prepare reports for damaged or deficient condition. Coordinate with responsible agency by telephone, message, or correspondence to determine the serviceability of assets. Assist in formulating policies and procedures to ensure proper management, security, and control of all supplies and equipment in storage. Train supply personnel requiring an inspector's stamp or those performing inspector duties, by signature. Assist in providing bench stock support to customer organizations.
