About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Joint Interagency Task Force South, Personnel, Manpower and Admin Directorate, U.S. Southern Command, Key West, FL. THIS POSITION IS ANNOUNCED TO LOCAL DCIPS ARMY CIVLIAN EMPLOYEES ONLY.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience to the next lower grade (GS/GG-13) which prepared you to do the work in this job. Specialized experience is defined as experience which includes 1) performing human resources functions for an organization in areas of manpower, personnel, and/or recruitment strategies; 2) evaluating program or training resources with organizational strategic goals; and 3) providing guidance to management on recruitment policies and procedures. You will be evaluated on the basis of your level of competency in the following areas: Managing Human Resources Planning and Evaluating Workforce Planning Written Communication
Serves as the Chief of Human Resource Management in the Directorate for Manpower and Personnel.
Manages the implementation of strategic action plans affecting changes in manpower, training and development and the reserve program.
Determines and justifies resource requirements for training and development programs.
Provides oversight of the budget and administrative functions of the Reserve Program.
Provides management advice on the allocation of resources, implementing budget and submitting annual reserve requirements.
Conducts briefings and provides guidance on human resource strategic planning activities.
Develops and prepares written justification and defends resource requirements through the POM process.
Provides instruction and guidance on difficult or different operations to include answering technical questions about work assignments.
