This vacancy is for a GS - 1801 - 12/13, Passenger Vessel Safety Specialist located in the Department of Homeland Security, U.S. Coast Guard, OPERATING LOCATION-CIVIL RIGHTS DETACHMENT REGION 3-JUNEAU AK.
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Providing policy guidance and technical assistance to other unit passenger vessel safety coordinators, third party organizations, and state and federal management agencies; Developing, modifying, promoting, and maintaining effective crew evacuation, lifesaving, fire prevention and firefighting standards, Performing duties associated with the management and execution of an effective passenger vessel prevention, preparedness and response program for vessels operating in and out of U.S. ports, including U.S. domestic passenger fleet and vessels of foreign flagged passenger vessels operating out of U.S. ports; Providing oversight, technical and program advice, and direction in implementing and coordinating the passenger vessel safety program in the AOR. Reviewing, evaluating, and advising on the full range of activities associated with improving passenger vessel safety programs; Developing safety, inspection and compliance programs and activities and implementing new methods to resolve critical problems resulting from the introduction of new technology; Conducting evaluations of on-site passenger vessel safety examination, education, and consultative services administered by the organization; Providing authoritative interpretations of passenger industry vessel safety standards and regulations; Developing training and qualification programs for enforcement and outreach passenger vessel safety activities Recruitment Incentive Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 25% of the salary, including locality for this position. Receipt of the bonus will require a 12-month service agreement. You will serve as a Passenger Vessel Safety Specialist and be responsible for coordinating the inspection activities of the Sector and all sub-units within the Area of Responsibility (AOR) to enhance an effective passenger vessel prevention, preparedness, and response program. The objective is to enable the response community (Coast Guard, other Federal, State and Local agencies, industry and other stakeholders) to have processes and procedures in place to prevent, or if necessary, to respond to and mitigate a passenger vessel emergency, taking into account all the resources that might be available including those of the local response community. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Performing a wide range of duties associated with the management and execution of an effective passenger vessel prevention, preparedness and response program for vessels operating in and out of U.S. ports, including U.S. domestic passenger fleet and vessels of foreign flagged passenger vessels operating out of U.S. ports. Monitors and coordinates the activities of the Sector and all sub-units within AOR for the enhancement of passenger vessel safety. Inspecting vessel navigation, intra-vessel communication, and alarm, lifesaving, firefighting, and pollution prevention systems to ensure that they are operating properly and in compliance with applicable standards. Conducting vessels examinations on foreign and/or domestic vessels, under the treaty requirements of SOLAS or other international conventions, or US regulations and accords. Works with the regional passenger vessel industry, other Federal. and State regulatory agencies to develop, modify, promote, and maintain effective standards for passenger and crew evacuation, lifesaving, fire prevention and firefighting in accordance with the Code of Federal Regulations (CFR) and other guidelines. Performs advisory work to assure understanding of a compliance with Federal laws, regulations, or other mandatory guidelines governing the passenger vessel safety program.
