About the Position: This is a Procurement Analyst, GS-1102-12 position with the USACE Little Rock District, Contracting Division. This position is with the Oversight Branch which is located in Little Rock, AR.

Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience is defined as experience equivalent to GS-11 grade level in the federal service by working with contracting databases sufficient to download data, extract the required contracting reports and run scripts, and meet one of following duties: 1) analyzing contracting policy and procedures for procurement acquisition; or 2) performing pre-award reviews of contracting actions. You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Information Management Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). You will serve as Procurement Analyst with primary responsibility for contracting program compliance with applicable acquisition policy and regulations.
You will review district-wide procurement activities to ensure that acquisition guidance is consistently applied.
You will serve as System Administrator to direct and to monitor the operation and maintenance of the Standard Procurement System (SPS) and other Contracting Division systems.
You will provide technical and functional assistance for all users of SPS in the District and its field offices.
You will serve as Contracting Division leader in providing advice to management, contracting officers, contract specialists, and other district elements in the application of state-of-the-art technology.
You will implement the fielding of new software and programs mandated by higher headquarter elements or identified of value to the acquisition process.
