Digital health is the application of modern, innovation technologies, and data solutions to deliver world class health care experience for Veterans and their care teams. Digital health capabilities include categories such as mobile health (mHealth), health information technology (IT), health data management, artificial intelligence (AI), immersive technology, wearable devices, telehealth and telemedicine, personalized medicine, and advanced care delivery products for Veterans.
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. The incumbent must have the ability to stand and walk for prolonged periods of time to interact with the patients and other services.

The Chief Digital Health Officer overseeing a consolidated unit is responsible for executing this vision of the VHA Digital Health Office at the regional level. The Chief Digital Health Officer leads the VISN Digital Health Office (DHO), which is comprised of Health Informatics, Connected Care, and Artificial Intelligence. Primary Functions: The responsibilities include, but are not limited to the following: Implement strategy, policies, and procedures for the evaluation, implementation and the adoption use of digital health tools and solutions. Maximizing the potential for digital health technology to achieve excellence in in Veteran and staff experiences, health outcomes, and access. Collaborate closely with end users in the VISN and the Veterans Health Administration (VHA) Digital Health Office to understand their needs and how the Department of Veterans Affairs' (VA's) digital health solutions impact end user journeys. Oversee the design, standardization, deployment, and implementation of digital health tools throughout the VISN. Working in partnership with Clinical Resource Hub Leaders, Regional Office of Information & Technology, Healthcare Technology Management to ensure VA's digital health system architecture is appropriate for VA's needs with regards to usability, reliability, and functionality for system end users. Oversee the assessment, usability testing, and use of artificial intelligence, machine learning, and other applications for the benefit of operations and health care delivery. Develop and maintain strategic relationships with internal and external key stakeholders to ensure digital health specifications and standards meet industry requirements and provide digital health care services that foster recognition for advances made by VHA in the provisions of medical services. Provide oversight leadership to champion digital innovation at the VISN in the application of informatics technology and tools in a health care setting to advance health care processes, clinical decision support and clinical predictive modeling. Ensure all digital initiatives are undertaken within the principles of best practice, patient safety and the approved clinical governance framework, including providing assurance of clinical safety, compliance with digital health standards and governance arrangements. The VISN Chief Digital Health Officer is under the supervision of the VISN Chief Medical Officer, or a delegated member of the VISN Executive Leadership Team.
