To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. License: Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR Those approved by the American Osteopathic Association (AOA),OR Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. English Language Proficiency: Proficiency in spoken and written English. Board certification: Certification by the American Board of Internal Medicine, American Board of Family Medicine or the American Osteopathic Board of Internal Medicine or Family Medicine (within 4 years of initial appointment or meets equivalent education, training and experience requirements, and maintenance thereafter). Physical Requirements: Light lifting, under 15 pounds; Light carrying, under 15 pounds; Near vision correctable at 13" to 16" to Jaeger 1 to 4; Hearing (aid may be permitted); Ability to perform privileges; Mental and emotional stability; Ability to independently assess patient as appropriate to position. Preferred Experience: Experience supporting and promoting system standardization, utilization, and best practices in the area of clinical quality informatics. Experience providing input, updates and communication on clinical quality informatics initiatives at medical staff, leadership, and other hospital committees. Experience providing specialized support for physicians. Experience with the operations and workflows of clinical care provider organizations, including health systems leadership, delivery of care, outcomes, strategic planning and management. Experience with Data analytics with how the vast volumes of electronic data now available from a multitude of sources can be analyzed to develop strategies that impact the quality, efficiency and cost of care.
Clinical Duties: The Chief, Health Informatics Officer is expected to remain privileged and practicing in his/her specialty field. The exact privileges and procedures for a particular provider will be approved by the Professional Standards Board. The Chief Health Informatics Officer (CHIO) executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and, influence the organizational healthcare mission. Health Informatics (HI) is a multidisciplinary and integrative field that focuses on health information management and information technology (IT) in support of health and health care. The focus of this position is to optimize effectiveness of patient care delivery and systems management in support of the Veterans Health Administration's (VHA) mission and goals. The Physician CHIO is the resident expert in HI and health information technology. The CHIO serves as the primary advisor to the Medical Center Director, Chief of Staff (COS), Associate Director(s), and other members of the executive leadership team. The CHIO is expected to be a strong agent for change and must demonstrate an ability to understand the needs of their professional counterparts, i.e., medical support staff, nurses, physicians, pharmacists, etc. In addition, the CHIO must demonstrate understanding of the medical center's organizational structure and the role informatics plays across departments of the organization. The CHIO has oversight of one or more informatics areas within the organizational structure. The CHIO should demonstrate the following core informatics functions at the intermediate to advanced proficiency level to include content management, application support, health information technology system optimization, enterprise data management, business architecture management, partnership management, requirements management, and change management. The CHIO functions as an administrator, educator, consultant, and mentor who possesses a wide range of experience and leadership ability. The CHIO supports the integration and collaboration of all professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals. They champion a High Reliability Organization (HRO) with a culture of safety founded on a systems approach to developing evidence-based health care solutions based on prevention, not punishment, with collective mindfulness. The CHIO collaborates with interdisciplinary team members, including other program and service leaders at the facility and Veterans Integrated Services Network (VISN). They work closely to establish and maintain effective relationships with all levels of Veteran Affairs (VA) staff nationwide. The CHIO relates effectively with customers, families, and the community as well as program and service leaders at the local and VISN levels. They assist the executive leadership team with healthcare operations and the functions and activities expected of them. The CHIO contributes ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of Veteran care.
