AT THE GS-12 LEVEL: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Demonstrated experience as an Information Systems Security Manager (ISSM) with comprehensive experience in financial systems analysis, providing critical support throughout the entire lifecycle of automated financial systems. This includes a proven track record of success in program planning, requirements gathering, design, development, testing, integration, deployment, and ongoing maintenance. Experience in utilizing the Risk Management Framework (RMF) and adhering to relevant regulations to design and implement process improvements that enhance the security posture of large-scale accounting and financial operations, systems, policies, and procedures. Adept at communicating complex financial systems concepts to senior leadership, providing insightful recommendations that optimize resource allocation and facilitate the successful execution of financial missions. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. Specialized experience is defined as: Proven ability to lead and execute complex Information Systems Security Management (ISSM) initiatives within a large-scale financial systems environment. Expertise extends across the full system development lifecycle, including strategic program planning, intricate requirements analysis, secure design and development, rigorous testing and integration, successful deployment, and ongoing maintenance of mission-critical financial systems. Demonstrated mastery of the Risk Management Framework (RMF) and relevant regulations, enabling the development and implementation of innovative process improvements that mitigate risk and enhance the security posture of financial operations, systems, policies, and procedures. Highly effective at conveying complex technical information to senior leadership, providing strategic guidance and expert recommendations that inform resource allocation decisions and drive the achievement of critical financial objectives. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. Incumbent will serve as a Information Systems Security Manager (ISSM) within the Cash, General Funds, and Misc Division, Accounting Services, IT Directorate, Defense Finance and Accounting Service (DFAS).
This position is also responsible for the development, coordination, and implementation of Life Cycle Management (LCM) and related documentation as required by regulation
Incumbent will utilize risk management framework (RMF), Federal Information Security Management Act (FISMA) and Federal Information Systems Controls Audit Manual (FISCAM) in their daily system management roll.
Incumbent develops and implements accounting and financial systems procedural guidance and requirements to ensure regulatory compliance as required by higher authority and public laws.
Ensures that throughout the operational life of the Standard Accounting Budgeting and Reporting System and other supporting and interfacing systems? that modifications are consistent with those financial regulations, appropriation laws.
Incumbent recommends changes/modifications to current regulations, policies, and practices adaptable to all migratory accounting systems in the field of technical accounting and financial reporting.
As an Information System Security Manager (ISSM), implements and enforces all DoD information system Information Assurance (IA) program policies and procedures for IT applications.
The incumbent works on continuing assignments or projects employing progressively independent means that require application of established principles, concepts, and techniques of the occupation.
