About the Position: This position is with the Institute for Water Resources - Nav & CW Decision Support Center. This is a Permanent Full-Time positon and is not remote. This is a developmental position and will be filled at the GS-11 or target GS-12 grade level.

Additional information about transcripts is in this document. Basic Requirement for a Geographer Series 0150: A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11 Specialized Experience: One year of specialized experience which includes: 1) Assisting with the development of work plans for geospatial program goals; 2) generating customer requested products by acquiring data to compile for the design of maps; 3) projecting future impacts by analyzing trends of current and historical data; and 4) assisting with compliance of all geographic information systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes 1) Providing support by utilizing concepts, principles and practices applicable to engineering geospatial operations and analysis as they relate to mapping and geographic information system (GIS); 2) participating in contract technical evaluations to insure contractor's technical/professional capabilities and equipment meets the requirement of the contract; 3) maintaining an array of geospatial databases and software packages such as ArcSDE, ArcGIS Server, ArcGIS 3D Analyst, ArcGIS Spatial Analyst, Python, Google Earth or equivalent software; 4) providing guidance in the use of the specialized computers, peripheral equipment, GIS management and viewing software and computerized decision support systems; and 5) conducting studies and research addressing complex geospatial data regarding the nation's waterways. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Geography Oral Communication Problem Solving Project Management Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Conduct research into new technology, software, practices and concepts to enhance the geospatial program.
Create original digital map databases to produce individually customized products for each project assigned.
Ensure all geospatial data complies with prescribed and documented QA/QC procedures and standards.
Provide project oversight for related geographic information system (GIS) program activities utilizing GIS hardware and software to produce maps, spatial data and thematic data
Communicate with a team on problem solving, making hypotheses, and carrying out investigative methods for preparing reports.
Communicate with outside agencies to promote data sharing development of basic geographic information system (GIS) data.
Utilize digital data production and revision technology, modify and/or develop standard practices to improve quality and integrity of end user products.
Aid in resolving matters of the geographic information system (GIS) system to the satisfaction of the government and branch.
Provide geographic information system (GIS) applications and databases to produce various types of models.
Modify standard practices of cartography and GIS systems to solve a variety of mapping and other geographic information system (GIS) problems.
Navigate through and plot digital data in a cartographic and/or geographic information system (GIS) database for nonstandard and interdisciplinary projects.
