About the Position: Serves as Team Lead and Contracting Officer providing advice, guidance, workload management and expertise. Responsible for executing assigned acquisition programs with limited execution signature authority assisting the Chief of Contracting in the procurement of Environmental Services contracting vehicles in support of regional efforts. .

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes preparing acquisition strategies and necessary justifications, determinations and/or findings; negotiating price, terms and conditions of contracts; planning and conducting post-award conferences; leading and/or mentoring teams and lower graded staff members; and providing technical guidance to staff and other stakeholders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will award contracts of a highly specialized and complex nature, with monetary value at times reaching $500 million and administer these contracts from cradle to grave.
Work items related to Military and Civil Works, Energy Conservation, Dam Safety, Flood Risk Reduction, Ecosystem Restoration, Environmental Mitigation, Remediation, and Clean-up, and support to USACE parks and lakes.
Participate in operational planning with top management and key operating officials, in order to advise on the contracting implications of proposed management decisions, and to recommend alternatives based on contracting considerations.
Train, mentor, manage workload and lead lower graded staff, by delegating tasks, reviewing work and having an overall understanding of the status of all actions assigned to them.
Oversee the processing of contract claims and disputes arising under the Contract Disputes Act.
