Job Description:

The Civil Division, Office of Human Resources is seeking an enthusiastic and self-motivated Human Resources professional to work in a fast-paced team environment. The ideal candidate for this position is team-oriented, knowledgeable about HR rules and regulations, and willing to share information with staff members. The successful candidate will provide a variety of human resource management advisory services involving positions covering immigration, national security, and/or public safety.
To qualify for the position of Human Resource Specialist (Recruitment and Placement), (GS-0201-11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade. If you are a current Department of Justice employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the GS-11 level or 1 year (52 weeks) at the GS-09 level to meet the time-in-grade requirements for this occupational series and grades. To qualify for the GS-11 position, you must demonstrate that you have the following: At least one full year of specialized experience that is equivalent to at least the GS-09 grade level in the federal service: preparing and processing personnel actions for a variety of positions; posting vacancy announcements for competitive and/or excepted service positions; researching laws, regulations, and policies to answer HR related questions; responding to a variety of inquiries from agency personnel and internal/external parties; preparing routine correspondence such as employment verifications, new hire paperwork, memos, emails, etc. OR Have a Ph.D or equivalent degree, or successfully completed at least 3 full years of progressively higher level graduate education leading to such a degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work. OR Received an LL.M if related. OR Have a combination of graduate education and experience , as described above that meets 100% of the requirements. (To compute the percentage, divide your total months of qualifying experience by 12. Divide your semester hours of graduate education by 54. Add the total percentages. The total percentage must equal at least 100 percent to qualify.). To qualify for the GS-12 position, you must demonstrate that you have the following: At least one full year of specialized experience that is equivalent to at least the GS-11 grade level in the federal service: maintaining statistical/current data on employee on-board counts for assigned areas; advising management on policies and procedures for the recruitment, examination, selection, appointment, and promotion of personnel; applying research and analytical techniques to gather information to resolve difficult HR issues; providing recruitment and staffing services for positions in assigned components. ensuring compliance with merit staffing plans, OPM, and agency policies and regulations; developing crediting plans or assessments to be used in the recruitment process; conducting job analyses on a wide variety of positions in the competitive services to include multi-grade, administrative, clerical, technical, professional and scientific positions. The principal focus of this position for the foreseeable future, is to assist the staffing activity in Division offices involved in immigration enforcement and national security work. As a GS- 0201-11/12, your typical work assignments may include the following: Researching laws, regulations, and policies to answer HR related questions. Processing personnel actions using an automated payroll system. Preparing vacancy announcements for positions in both the competitive and excepted service. Preparing pre-appointment paperwork for new hires, such as SF-52s, waiver requests, SQA forms, job offers, etc. Responding to a variety of inquiries from internal and external parties regarding HR programs. Analyzing personnel needs through research in order to ensure staffing decisions are properly implemented. Applying a wide range of recruitment and placement concepts, practices, regulations, and procedures to provide HR technical advice. Maintaining statistical data on employment ceilings and on-board counts for assigned components. Providing advisory services to internal and external customers in the areas of executive resources as well as recruitment and staffing services to managers and supervisors in assigned components of the Division. This is not a remote location position. You will be required to work in person at an agency location on a full-time basis.
