This position is located in the Office of the Associate Director, VASLCHCS, Salt Lake City, UT, composes a career ladder structure to the full performance level of Health System Specialist, GS-0671-13. The primary purpose of this position is to serve as a Health System Specialist to the Medical Center Associate Director dealing with widely diversified organizational units with varied activities.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/17/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Health System Administration Series, 0671 Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration or Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Or Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of the medical facility mission, functions, goals, and objectives; organizational structure and individual program and responsibilities. Ability to identify problems and potential problem areas based on daily observance or studies. Knowledge of the principles and practices related to the management of complex health care delivery systems and the ability to apply this knowledge to solve unique management problems. GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Knowledge of The Joint Commission (TJC), OIG Comprehensive Healthcare Inspection Program (OIG CHIP), Commission on Accreditation of Rehabilitation Facilities (CARF) and other nationally recognized and supported audit and survey requirements to advise and recommend appropriately. Preferred experience: Experience on contract related services focusing on critical healthcare services, product acquisition and support service required by upper management and stakeholders on all aspects of procurement for a wide variety of items to include specialized services. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the facility managers and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via automotive vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. The incumbent serves as a Health System Specialist to the Medical Center Associate Director at VA The incumbent works with the Associate Director, other Executive Leadership, the executive staff and Service Line Executives to review, plan and coordinate the delivery of health care programs throughout the facility. Duties include but are not limited to the following: Provides support to the Associate Director to monitor health performance measures, administrative performance measures and manage change within each/all system/s of care Participates in developing plans to meet or exceed the facility's Strategic Plan, priority construction projects and performance measures; participates in development and documentation of long and short range planning efforts; develops, reviews and recommends business plans, resource projections, priorities, justifications, etc.; prepares and contributes to reports and other presentations on program planning and evaluation as well as facility reporting (internally and externally). The incumbent will be the Associate Director's liaison for any patient flow, clinical, administrative and system redesign related initiatives. Responsible for the development of comprehensive business plans to improve the operation and cost effectiveness of medical center programs which involve and impact a number of clinical and administrative services. Coordinates and monitors the implementation of initiatives to expand or enhance health care programs. The incumbent designs and conducts a wide variety of comprehensive and detailed analyses of complex functions and processes related to health programs, evaluates the use of new technologies and business practices and recommends best outcome options. responsible to review, analyze, evaluate and make recommendations on medical center wide budget issues and the cost effectiveness of medical center operations, including, but not limited to evaluating all medical center clinical contracts, the utilization of fee staff for various operations. Monitors and analyzes monthly fiscal reports on contract expenditures for all clinical contracts, resource sharing agreements and sales of services to non-DoD entities as well as availability of services for TRICARE utilization. Coordinates with VISN and other facility Executive/Staff Assistants to share ideas and determine applicability of other facility practices at VASLCHCS. The incumbent serves as internal consultant to management on expansion of programs and projects. The incumbent will act as a Contract Officer Representative (COR) liaison. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
