This position is located in the Federal Emergency Management Agency (FEMA), Office of Response & Recovery (ORR), Response Directorate, Disaster Emergency Communications Division (DECD), Mobile Emergency Response Support (MERS) Detachment. The ideal candidate for this position will have in-depth knowledge of the concepts, principles, procedures and techniques required to develop, install, integrate, operate, evaluate and maintain voice, data and video telecommunications system and circuits.
The qualification requirements listed below must be met by the closing date of the announcement. To qualify for this position at the GS-12 level (starting salary $100,371), you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Planning and designing radio frequency telecommunications systems; AND Directing the deployment, placement, integration, operation, and maintenance of telecommunication systems and equipment; AND Testing, diagnosing and monitoring voice, data and video telecommunications systems and equipment to maintain performance and functionality of the system. MERS positions are in the excepted service. Employees will not acquire civil service status but will have standard and optional benefits. EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. In this position, you will serve as a Telecommunication Specialist (RF) ORR, Response Directorate, DECD, MERS. Typical duties include: Planning, designing, directing the deployment, placement, installation, integration, operation, maintenance and tear down of a large variety of mobile/transportable wide band and narrow band radio frequency systems with their associated ancillary equipment (antennae, remote control computers, adaptive bandwidth multiplexers, modems, and fiber optic transmission systems) at deployed locations. These systems include, but are not limited to, High Frequency (HF); Line-Of-Site (LOS) Microwave; Satellite Communications (X-Band, C-Band, and KU-Band); Ultra-High Frequency (UHF); Very High Frequency (VHF); trucking and conventional radios; analog and digital video systems. Performing frequency management functions. Radio frequency resources (channels of the frequency spectrum) are in critical short supply and their use requires closely controlled proper management. The essential factors that must be considered in operational planning include frequency requirements and availability, assignment priorities, and geographical and technical limitation. Frequency management calls for close coordination with FEMA and other Federal and civilian agencies. Performing integration and evaluation of off-the-shelf and prototype radio frequency systems and sub-systems with voice, data and video telecommunications equipment and tests for compatibility with FEMA standard systems. Providing technical input to engineers, technicians, specialists and non-technical government and non-government personnel at meetings or conferences concerning voice, data and video telecommunications systems, system integration, deployment, installation, upgrade, modification and operation.
