This vacancy is for a GS-0343-12, PROGRAM ANALYST located in the Department of Homeland Security, U.S. Coast Guard, SFLC BOD BUSINESS PERFORMANCE BR -SFLC-BOD-BUS PERF.
Basic Requirements: All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Examples of specialized experience would include work that required: knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; knowledge of the major issues, program goals and objectives, work processes, and administrative operation of the organization; skill in conducting detailed analyes of complex functions and work processes; or skill in presenting staffing recommendations and negotiating solutions to disputed recommendations. OR three (3) full years of progressively higher level graduate education OR Ph.D. or equivalent doctoral degree. A combination of education and experience may be used to meet the experience requirements. Specialized experience must include the following: Knowledge of methods and techniques used to review financial, budget and procurement actions. Ability to communicate orally to provide suggestions and recommendations to managers or other stakeholders, and to provide assistance and training to customers and employees. Ability to communicate in writing for the purposes of preparing project papers and staff reports. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education can be substituted for experience at this grade level. This position will serve as a Program Analyst supporting the Business Performance Program of the Surfaces Forces Logistics Center (SFLC). Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Managing the SFLC Directives library. Coordinate, maintain, and monitor the sustainment and publication processes for all SFLC instructions, guides, and other authoritative documents. Overseeing the SFLC Records and Information Management (RIM) Program. Collaborate with divisional records coordinators to sustain the lifecycle of SFLC records and enable compliance with DHS records retention policies. Maintaining data systems for program related data elements. Serving as a project team member on business performance improvement initiatives. Supporting the evaluation, analysis, and development of business performance metrics. Monitoring business performance processes through audits, inspections, surveys, interviews and data collection/analysis techniques.
