This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Acquisition Directorate (CG-9), Program Executive Office (CG-93), Project Resident Office (CG-9322) located in Mobile, Alabama.
Basic Requirements: To qualify for the GS-13, applicants must possess one year of specialized experience equivalent to at least the GS-12 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience should include one or more of the following: Interpreting contract requirements; covering policies and procedures of QA and Test Programs; C4I, TEMPEST, and Navigation system installation, testing and system integration Conducting quality assurance ad quality control practices and leading process improvement activities; Writing and preparing reports, developing presentations, and collecting data/information on quality issues for management on high level problem solving. Practical knowledge of investigative techniques and skill to develop, analyze and evaluate reports relative to the quality of the QA and Test Programs. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. You will serve as a Quality Assurance Spec and be responsible to provide on-site technical oversight in accordance with established procedures in support of surface ship design and construction programs. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Coordinating and managing all test documents and procedures in support of ship system integrations as they relate to Hull, Mechanical, and Electrical (HM&E) systems, C4I, TEMPEST, and Navigation systems. Exercising expert judgment and considerable ingenuity to monitor and track the Shipbuilder's Test Evaluation and Management Plan (TEMP) strategies, development, and implementation process and procedures. Investigating areas where the contractor's inspection system is suspected of being inadequate for the purpose of isolating the cause and makes recommendations for remedial action. Functioning as a quality assurance and test representative for new construction, restrictive availability, repair and regular overhauls of ships by the contractor when assigned.
