This vacancy is for a GS - 0801 - 12, Research General Engineer located in the Department of Homeland Security, U.S. Coast Guard, CG R and D CENTER TECHNICAL DIVISION.
Basic Requirements: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. AND SPECIALIZED EXPERIENCE: To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Knowledge of a wide range of general engineering concepts, principles, and methods applicable to varied and complex problems, projects, or studies that may include diverse general engineering or other conditions. Knowledge of applicable environmental statutes and regulations. Knowledge of Coast Guard operation and policy. Knowledge of fundamental and sound business decision-making. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level. Additional Qualifications for GS-0801: Applicants applying for the GS-12 level must possess at least one year of specialized experience equivalent to at least the GS-11 level in the Federal service; OR possess a Ph.D. or equivalent doctoral degree in a directly related field. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. You will serve in the Environment and Waterways program as a key member of a research team that has the ultimate goal of helping the US Coast Guard improve mission performance in operations related to marine and navigation safety, environmental protection and response, the marine transportation system focusing on maritime aids to navigation, the drift of an object in the marine environment, prevention of and response to petroleum or hazardous materials discharges in the marine environment, safety and survival at sea, and other challenging issues such as Coast Guard operations in the Arctic. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Conducting and supporting research to advance Coast Guard capabilities. Conducting expert engineering/scientific analysis and applying findings. Engaging with Coast Guard staff and field personnel to solve pressing issues related to maritime search and rescue, navigation systems, and pollution prevention and response. Engaging with government research partners on collaborative oil pollution response experiments and related efforts. Maintaining current knowledge of maritime related scientific subjects and applying specialized technical and professional knowledge to recommend far reaching analytical evaluations, investigations, or review processes. Maintaining liaison with government, industry, and academic engineers, scientists, and educators who are experts in related maritime fields to maintain awareness of the latest trends and innovations in areas such as marine science, autonomous systems, sensors, and materials fabrication. Providing advisory and hands-on assistance to project leaders involved in developing/revising both research plans and technical requirements for contracts. Analyzing the technical objectives and research methodologies.
