This position is located at the Kansas City Veteran Affairs Medical Center (KCVAMC). The incumbent functions as a Maintenance Mechanic Supervisor for the In-House Construction Crew (IHCC) in the Facilities Engineering Service, accomplishing trades and labor work. This is a Detail NTE 120 days, and may be extended.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Physical Requirements/Working Conditions: Position requires some heavy lifting, movement of ladders required along with stamina to perform physical labor. Pulling, pushing, reaching above shoulder level, use of both hands, standing, bending, and walking is required for the entire shift. Ability for muscular and mental coordination is necessary. Working conditions include hazards caused by hot steam and hot water pipes, extremes of heat, sewer fumes, falls from ladders and scaffolds, bumps from overhead pipes or low ceilings in the working area. May be assigned to areas where potentially harmful physical and chemical agents are present. May be required to wear personal protective clothing as dictated by policy.
The primary function of the IHCC is to accomplish improvements to the physical plant, building structures, exterior sites and/or utility systems through a variety of construction projects involving all types of construction trades organized into work groups, or crews, of varying makeup based on the specific needs of each assigned construction project. The incumbent serves as the first line supervisor of the IHCC for the KCVAMC and reports directly to the Assistant Chief, Facilities Engineering Service. The duty station for this position is at the main campus of KCVA but will oversee project at the Honor Annex and any other outlying KCVA facilities. Major duties include, but are not limited to: Assists with planning projects including coordinating with Infection Prevention (IP) staff and the Safety Office. Incumbent procures the Bill of Materials (BOM) and assists in ordering such materials for all IHCC projects. Incumbent coordinates third-party activities such as large-scale abatement activities for all IHCC projects. Works directly with the Facility Planner and Interior Design on space changes and/or modifications. Incumbent directs, coordinates, and oversees work of all contractors working on IHCC projects. Responsible for planning and providing the overall supervisory functions for employees, providing routine planning for their functions such as estimating and scheduling jobs, initiating requisitions using IMPAC card services for supplies and materials, assigning workers to jobs, and supervising and supervising and inspecting jobs in progress and upon completion. Setting performance standards and initiating performance ratings and needed counseling. Schedules and participates in as necessary all utility shutdowns involving all IHCC construction work related activities required to minimize adverse impact on VAMC operations. Keeps the Assistant Chief/M&O Supervisor informed of slow progress, anticipated delays, or any other adverse impact on VAMC operations due to construction work. Develops internal programs, plans, and procedures to ensure all subordinates implement the provisions of various government-wide, VA, Network, or facility programs such as equal employment opportunity, merit promotion plans, career development plans, and performance management. Ensures compliance with Joint Commission, NFPA, NEC, OSHA, VHA and all applicable healthcare standards and life safety codes to include required assessments, surveys, preventive maintenance, and documentation. Works with the Maintenance and Operations Foreman to establish operating guidelines to implement procedures, methods, and other work related changes.
