Job Description:

The Congressional Research Service (CRS) seeks a Financial Management Specialist for its Office of Administrative Operations (OPS). This position will provide program support to the Financial Management section of OPS.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Will be responsible for tasks related to budget formulation, spending, costs, internal controls, data and financial systems management. Conducts financial studies and analyses and manages financial data with other Financial Management Specialists and Budget Analysts. Researches and tracks expenditures and reconciles budgets vs. actual spending. Will be responsible for gathering information from a variety of sources. Conducts numerous and diverse cost studies for a variety of decision-making processes. Researches, develops and recommends new methods or criteria to resolve changing requirements and/or resolve unusual financial management issues or problems and corrective action. Will have to present data to management in a way that is concise in both written and oral formats. Provides guidance, instruction and training. Financial Management Specialist duties include: Monitors and tracks regularly recurring financial activity. Reviews, monitors and projects financial data for a wide range of complex activities, such as payroll, non-personnel expenses, travel and interagency agreements. Organizes budgetary and financial information involving complex or intricate issues within a large, highly integrated, and comprehensive financial management system. Responsibility for all aspects of financial review and analysis activities related to a major substantive agency program. Participates in and/or oversees a variety of internal review activities to assist and/or ensure CRS compliance with the LOC Internal Control Program, which includes annual Vulnerability Assessments, regular and recurring Detail Control Reviews, and as needed, Corrective Action Plans. Contributes to the preparation of the annual budget justification. Formulates and presents portions of the annual and long-range operating plans and budgets supporting program operations. CRS works exclusively for the United States Congress, providing policy and legal analysis to Committees and Members of both the House and Senate, regardless of party affiliation.
