Job Description:

The GAO is part of the Legislative Branch of the Federal government. As such, all positions are in the excepted service. This position is located in the The Human Capital Office, Processing and Information Center. As a Assistant Director (Processing) you will be responsible for managing the personnel processing unit.
You may qualify at the MS-1 level, if you fulfill the following qualification requirement: One year (52 Weeks) of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent, (1) Direct experience processing a wide variety of personnel actions such as accessions and separations, reassignments, and position creation in an automated payroll/personnel system; (2) researching, interpreting and applying regulations associated with personnel processing; (3) developing, implementing and maintaining processing guidance and standard operating procedures and (4) articulating complex findings into layman's terms for a wide variety of employees. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As the Assistant Director (Processing), MS-0201-I, your typical work assignments may include the following: Act as the Supervisory Human Capital Consultant (Processing), responsible for managing Human Capital Office's personnel processing unit. Developing, administering, coordinating and overseeing the full range of processing personnel actions. This includes responsibility for ensuring the accuracy, timeliness and reporting of processing the agency's personnel actions. Serve as the subject matter expert in reviewing and auditing automated systems output. Provide recommendations for resolution of pay/processing problems. Provide leadership, guidance and technical direction to Human Capital Staff who process a wide range of personnel actions including accession and separation actions, reassignments, job code creation and position building, in an automated payroll/personnel system. Develop, plan, maintain, and execute agency personnel processing plan and reports milestones and accomplishments on a bi-weekly basis. Serve as an expert consultant and advisor in interpreting and applying laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on the full range of processing and pay administration policies, principles, and practices. Principal point of contact for agency processing workflows and establishment of necessary service level agreements.
