This position is located in the Department of Homeland Security, Federal Protective Service, Springfield, Virginia.
Specialized Experience: GS-13: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Providing guidance and recommendations for recruiting, developing, and retaining a cyber workforce; Preparing and implementing plans, policies, and/or procedures in support of talent management; Identifying developmental and training needs of employees and providing arrangements for developmental or training needs; and Engaging senior leaders and other stakeholders to identify future workforce skill and educational needs. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Only the first five pages of your resume will be used to make an eligibility/qualifications determination. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The primary purpose of this position is to develop cyberspace workforce plans, strategies, and guidance to support the cyberspace workforce. Duties performed: Leading the development and implementation of the organization's cybersecurity workforce development program. Maintaining accurate records of the workforce and communicating with all levels of employees regarding the program's criteria. Ensuring the workforce requirements are commensurate with the skills ,capabilities, needs and goals of the organization. Collaborating on the development of training policies and protocols for cyber training qualification requirements. Applying cyber career field qualification standards and organizational policies related to the cyber workforce.
