Job Description:

This position is located within the Department of Homeland Security, Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Clinical Services Division, Medical Services Unit (MSU). The MSU Chief reports directly to the Deputy Assistant Director (DAD) Clinical Services. This is a supervisory position. This position is only open to current USPHS officers. USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

DUTIES AND RESPONSIBILITIES: Direct, organize, and coordinate the activities of assigned unit. Unit facilitates the provision of medical, dental, pharmacy, and psychiatry clinical services to non-citizens in ICE custody. Supervise three RCDs, the chief advanced practice provider, chief dentist, chief pharmacist and chief psychiatry. Incumbent plans, schedules and assigns the technical and professional work to be accomplished by subordinate organizational programs. Determines and sets program goals and objectives. Delegates authority to subordinate supervisors including regionals and holds them responsible for the performance of their service. Provides management and other administrative reports as required despite dynamic format and deadline requirements. Collaborate closely with all MSU components to address clinical care challenges. Work closely and collaboratively with DAD CS to advance strategic goals and provide high quality, efficient, and effective patient-centered healthcare for ICE non-citizens. To explain, coordinate, interpret and seek support for policies, procedures, programs, plans or individual. Assume the role of DAD CS in their absence. Develop, review, and update new and established guidelines and standards for medical services in collaboration with the DAD CS and the IHSC Chief Medical Officer (CMO). Implement best practice objectives as coordinated and approved by the National Performance Improvement Committee. Assist with provision of clinical direction and expertise in the planning, acquisition, and deployment of new medical equipment, technologies, and detention facilities in collaboration with other IHSC stakeholders. Provide support to IHSC physicians, in collaboration with the DAD CS and IHSCCMO, in meeting the standards of the National Commission on Correctional HealthCare (NCCHC), ICE Performance Based National Detention Standards (PBNDS), the American Correctional Association (ACA), and any other applicable standards. Perform non-citizen medical care reviews to evaluate allegations of deficient medicalcare and in reviewing sentinel events when requested. Coordinate placement of non-citizens with complex medical and or mental healthconditions in ICE facilities throughout the country. Must be able to attain and maintain Secret security clearance. Position may require travel 10% of the time in support of mission accomplishment which includes site visits and travel to IHSC headquarters. Performs other duties as assigned to support the agency's mission.
