Job Description:
This position is located in the Office of the Chief Financial Officer. The position assists the SES-level Chief Financial Officer in managing all aspects of the agency's financial management planning and operations, ensuring quality customer service to internal and external customers, and compliance with all applicable laws and regulations.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience equivalent to at least the GS-14 grade level in the Federal service (experience may have been gained in the private or public sector). Specialized experience is defined as provides direct supervision and guidance to subordinate staff and/or carrying out supervisory functions for a multidisciplinary team; Provides leadership and policy direction for Budget formulation or execution, accounting operations (such as payments and collections), travel policy and operations, management controls and the annual Federal Managers' Financial Integrity Act (FMFIA) Assurance Letter process, or the production or audit of audited financial statements; and Serves as an expert in Budget formulation or execution, accounting operations (such as payments and collections), travel policy and operations, management controls and the annual FMFIA Assurance Letter process, or the production or audit of audited financial statements and has substantial experience or knowledge in at least two or more of these areas. IDEAL CANDIDATE STATEMENT: The ideal candidate would be customer service oriented, have significant experience in management controls in an agency A-123 compliance program, agency Budget formulation and execution, producing or auditing agency financial statements, agency travel program operation and support, agency accounting operations and financial reporting and would also have experience in or exposure to Federal agency strategic planning and performance measurement and all other functions in the full scope of an agency CFO's responsibility. As a Deputy Chief Financial Officer, GS-0505-15, you will perform the following major duties: Directly supports the Chief Financial Officer in overseeing and managing all CFO functions. Ensures timely, effective Budget submissions and efficient, effective Budget execution for the agency. Ensures timely, accurate financial reporting including the agency audited Financial Statements and annual Performance and Accountability Report. Ensures agency financial and budget operations are customer focused and are effective, efficient, and fully compliant with all applicable regulations and law. Maintains a robust Management Accountability and Control Program in compliance with the Federal Managers Financial Integrity Act and OMB Circular A-123 and other applicable laws and regulations.
