This position serves as a Lead Materials Handler in the Warehouse area of the Supply Chain Management (SCM) Section at the Fredericksburg Health Care Center (FHCC), Supply Chain Management Section, Richmond, Virginia.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/28/2025. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Major duties and responsibilities include: Leads crew of Materials Handlers as a regular and recurring part of the job in order to accomplish assigned projects and daily operational functions. Assures all safety and housekeeping procedures are followed. Ensures workers are aware of trade techniques and practices and explains safety precautions to be followed while setting up machinery and equipment and operating related vehicles. Answers questions of supervisors on overall work operations and problems. Ensures workers are briefed on instructions received from supervisors, and getting work started, by assigning the immediate tasks to be performed by individual members of the crew. Serves as the subject matter expert on relevant regulatory requirements for all aspects of warehouse management including, but not limited to, VHA Directives, Local Medical Center Memorandums (MCM), Standard Operating Procedures, and other written guidelines; shares knowledge with Materials Handlers. Exercises authority for technical direction, coordination, and oversight of trades and labor work programs, projects, and operations when such authority does not include either direct or indirect responsibility for supervising nonsupervisory workers in accomplishing the work involved. Acts as a communications conduit between higher level supervisors to pass along priorities and resolves conflicting priorities among the warehouse's major segmented areas including but not limited to: Equipment Receiving and Shipping; Office and Printing Supplies; Logistics Medical Supplies; Internet Technology and High Value Items; Cleaning Supplies and Hazardous Materials; Pandemic and Emergency Contingency Supplies; and Mail Room Operations. Verifies the space and execution plans of materials handlers are on hand and conform to established leadership guidelines. Works with Engineering to ensure floor plan and overhead changes are reflected in FHCC blueprints and schematic designs. Ensures Occupational Safety and Health Administration (OSHA) and infections control standards are maintained at all times. Works with and alongside of the warehouse Materials Handlers and Logistics staff to ensure timely completion of assignments. Works in the Receiving/Distribution area of Logistics located in the warehouse. Receives incoming shipments and checks the items against the electronic purchase orders and other related documentation to verify correctness prior to completing the receiving process. Records, annotates and forwards all appropriate information in accordance with current procedures and notes discrepancies such as shortages and damages while ensuring they are resolved in a timely manner.
