This vacancy is for a GS-1105-7, Purchasing Agent located in the Department of Homeland Security, U.S. Coast Guard, BASE HONOLULU PROCUREMENT and CONTRACTING DEPARTMENT -S located in Honolulu, HI.
EDUCATION: To qualify at the GS-07 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-06 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Determining price reasonableness, cost / price analysis, scheduling of timely deliveries. Applying specialized technical purchasing methods and procedures to perform complex purchasing work. Using negotiation techniques to negotiate both pre-award and post-award changes. Experience advising about various socio-economic policies and programs sufficient to assist small and small-disadvantaged business firms of opportunities and procedures for obtaining federal contracts. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
You will serve as a/an Purchasing Agent and be responsible for procurement to support Base Honolulu P&C and all Areas of Responsibility (AOR) including but not limited to: the acquisition of supplies, services, minor construction, or emergency response to procure any commodity/service required to support the AOR. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Reviewing procurement requests to determine adequacy of purchase description and Independent Government Estimate (IGE). Reviewing requirement to determine most suitable, efficient and economical buying method; e.g., Purchase Order, Blanket Purchase Agreement, Government Commercial Purchase Card, Service Maintenance Agreement (SMA), Delivery Order against existing contract, MIPR. Utilizes mandatory sources such as Federal Prison Industries (FPI / UNICOR), AbilityOne, Defense Logistics Agency and Federal Supply Schedules. Performing market research. Preparing award documents or making the purchase using a Government credit card. Monitoring contracts through final delivery and payments are completed and the contract file is closed and retired. Evaluating contractor performance through telephone conversations, correspondence, reports, delivery tickets and call sheets. Negotiating and recommending award of bilateral purchase orders for professional studies / training structured to meet Command goals and objectives, or for the exclusive manufacture of unique equipment, instruments, components, dies, etc.
