This vacancy is for a GS-2210-14, IT Cybersecurity Specialist position with the Department of Homeland Security, U.S. Coast Guard, Coast Guard CYBER COMMAND located in Alexandria, VA.
To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include all of the following: Developing policies and procedures to ensure information systems reliability and accessibility; AND Developing systems security contingency plans and disaster recovery procedures; AND Participating in network and systems design to ensure implementation of appropriate systems security policies; AND Participating in implementation, deployment, maintenance and administration of Network and IT infrastructure; AND Participating in ensuring all systems security operations and maintenance are properly documented. NOTE: Education cannot be substituted for experience at this grade level. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. You will serve as an IT Cybersecurity Specialist and be responsible for planning, analysis, and enhancement of information systems security programs, policies, and procedures. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Developing policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data; conducting risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs. Developing systems security contingency plans and disaster recovery procedures; developing and implementing programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures. Participating in network and systems design to ensure implementation of appropriate systems security policies. Responsible for implementation, deployment, maintenance and administration of the CG's potions of the DoD Information Network and IT Infrastructure. Monitoring network capacity and performance and Diagnose network connectivity problem and respond to incitements as appropriate. Ensuring all systems security operations and maintenance activities are properly documented and updated as necessary. Assessing the effectiveness of security controls and Implement security measures to resolve vulnerabilities, mitigate risks and recommend security changes to system or system components as needed. Implementing system security measures in accordance with established procedures to ensure confidentiality, integrity, availability, authentication, and non-repudiation. Mitigating/correcting security deficiencies identified during security/certification testing and/or recommend risk acceptance for the appropriate senior leader or authorized representative. The duties above are written at the highest grade level. If selected at the lower grade level, responsibilities will increase, and assignments will become more complex as your training and experience progresses. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. Recruitment incentives may be authorized. Recruitment Incentive - Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12-month service agreement. "Newly appointed" refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government. Relocation Incentive - Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 10% of the salary including locality for this position. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment. Student Loan - Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
