The position is located in the Office of Protection Services' Security Command Center (SCC), (a multi-function uninterrupted central system monitoring, reporting and dispatch facility consisting of a highly sophisticated computer-based Integrated Security Management System (ISMS)), Administrator’s Staff (A), of the National Gallery of Art.
Specialized Experience Statement: For this position, specialized experience is at least one year of experience, equivalent in responsibility to the GS-07 level in the Federal service, providing security guard services to a museum or cultural institution. Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates. Security – Knowledge of security protocols and responsibilities. Supervision – Ability to supervise others. Communication – Skill in oral and written communication to provide and coordinate information. This position is a drug testing designated position (TDP). This is an Emergency Employee – Critical Operations position, required to remain on duty or report to duty in the event of dismissals and closings during hazardous weather and other emergency situations. Must be able to work on an eight-hour day, evening or midnight shift. Requires weekend and holiday duty. Requires vision correctable to 20/20. Must be able to obtain and keep a driver's license. Must have verbal and manual dexterity skills sufficient to communicate using a two-way radio. The work is generally sedentary, but some walking, stooping, kneeling, and bending may be required to physically inspect both interior and exterior areas where physical security systems are located. The incumbent must be physically able to operate a computer keyboard. Candidates must meet these criteria as well: Must be able to obtain and maintain a state Drivers License. Incumbent has 90 days after date of hire to obtain a valid state Driver’s License. No domestic violence convictions (per Domestic Violence Amendment of Gun Control Act of 1968 “Lautenberg Amendment of 1996”). Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. You must meet all qualification and eligibility requirements by the closing date of this announcement. There are three incumbents of this position and they are supervised by the Security Operations Manager (GS-080-12) in the 24-hours-a-day 365-days-a-year SCC, and also receive direction from a Captain (GS-085-11/12) and Shift Commander (GS-085-9/10), as appropriate. Incumbents supervise three SCC Operators (GS-085-7) ("Operators") and Apprentice Operators (GS-085-6) ("Apprentices"). Incumbents may be assigned to any shift: Midnight to 0800, 0800 to 1600, 0900 to 1730, or 1600 to Midnight. The incumbent: Supervises the SCC Operators and Apprentices in the performance of the full range of SCC duties to include monitoring and operating of the ISMS, fire alert and control systems, building monitoring systems and telecommunications equipment. Plans and assigns work equitably based on priorities and capabilities to ensure all work is completed accurately and efficiently. Monitors subordinates to ensure that instructions, work sequence, procedures, and methods are followed and met. Directs, coordinates, instructs and provides technical and administrative guidance to Operators and Apprentices. Reviews existing policies, procedures, methods and instructions to ensure that current SCC protocols are the most effective and efficient and, as appropriate, develops alternative protocols to improve SCC operations through the chain of command. Responsible for on-the-job training, providing guidance, identifying developmental and training needs of subordinates and for providing or arranging for needed development and training. Certifies and evaluates the performance of subordinates. Prepares work schedules in advance to maintain continuous effective coverage in the SCC, revising work schedules to meet changes in workload. Prepares and reviews daily time and attendance records and documents use of overtime, ensuring accuracy and timeliness. Certifies employee timecards in the National Gallery time and attendance system. Listens to and resolves informal complaints from subordinates, referring more serious unresolved issues through the chain of command. In instances of misconduct, prepares and recommends disciplinary actions. Participates in the interview, selection and promotion process for Operator and Apprentice positions within the SCC.
